t_ <br /> WASTE DISCHARGE REQUIREMENTS -3- <br /> FORWARD INCORPORATED <br /> WASTE MANAGEMENT FACILITY <br /> CLASS II LANDFILLS CLASS III LANDFILLS <br /> CLASS II SURFACE IMPOUNDMENT <br /> CLASS II LAND TREATMENT UNIT <br /> CLOSURE OF CLASS I LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 5. The Discharger proposes to discharge wastes containing greater than one <br /> percent (>1%) friable asbestos in WMUs D and H. These wastes are <br /> classified as 'hazardous' under Title 22 of CCR. However, because these <br /> wastes do not pose a threat to ground water quality, Section 25143.7 of <br /> the Health and Safety Code permits their disposal in any landfill which <br /> has waste discharge requirements that specifically permit the discharge, <br /> provided that the wastes are handled and disposed of in accordance with <br /> applicable statutes and regulations. <br /> 6. Coal ash is discharged to WMU E, a Class II landfill unit. Data submitted <br /> by the Discharger indicate that coal ash, if commingled with wastes that <br /> produce acidic leachate, could release pollutants in concentrations which <br /> could cause degradation of waters of the state. However, the Discharger's <br /> data also show that in the absence of acidic conditions, coal ash does not <br /> pose such a water quality threat. In addition, the data show that coal <br /> ash itself is not capable of generating acidic leachate. <br /> 7. The State Department of Health Services (DHS) has granted shredder waste <br /> a variance, for the purposes of disposal , from hazardous waste management <br /> requirements pursuant to Section 66310, Title 22 of the CCR. Shredder <br /> waste is any waste which results from the shredding of automobile bodies <br /> (from which batteries, mufflers, and exhaust pipes have been removed) , <br /> household appliances, and sheet metal . <br /> 8. 'Hazardous waste' which has received a variance from DHS for the purposes <br /> of disposal is classified as a 'designated waste' pursuant to Section 2522 <br /> of Subchapter 15. <br /> 9. 'Designated waste' may be disposed of in a Class III WMU provided that, <br /> prior to disposal , the Discharger establishes to the satisfaction of the <br /> Board that the waste presents a lower risk of degrading water quality than <br /> is indicated by its classification. <br /> 10. The State Water Resources Control Board adopted Resolution 87-22 on 19 <br /> March 1987. This Resolution allows the discharge of shredder wastes to <br /> Class III landfills where waste discharge requirements allow such disposal . <br /> 11 . The Discharger proposes to discharge shredder waste to WMU D and H. <br /> 12. The Discharger proposes to discharge sewage and water treatment sludges <br /> to selected portions of WMU D and WMU H as described in Finding 48. <br />
