FINDINGS <br /> 1 . The Forward Inc. Sanitary Landfill is a I57 acre site <br /> currently permitted to accept residential , commercial and <br /> demolition wastes, as well as specified designated and <br /> hazardous wastes. The site, assessor parcel number 201-060- <br /> 03, is owned and operated by Forward Inc. and is located <br /> seven miles southeast of the city of Stockton on Austin Road <br /> about 2-1/2 miles south of Arch Road ( see Attachments A, B, <br /> C, & D) . Waste treatment, storage, and disposal activities <br /> have occurred within approximately 50 Acres of the sit.e. <br /> The eight WMUs at the site, as designated by Waste Discharge <br /> Requirements Order No. 884023, are as follows ® <br /> WMU "A" - Consists of four trenches covering an area of <br /> eight acres . Each trench has a compacted clay liner <br /> with a dendritic leachate collection system. The <br /> trenches are filled with mostly "designated" and some <br /> "hazardous wastef . This WMU is undergoing Lng closure. <br /> WMU "B" - This Class III Landfill covers an area of <br /> eight acres. Containing "nonhazardous solid waste" and <br /> "inert waste", this WMU has been inactive since 1986. <br /> WMU "C" - This Class III Landfill occupies the south <br /> end of Trench 4. A compacted clay dike separates the <br /> northern half of Trench 4 from the "nonhazardous solid <br /> wastes" and "inert waste" placed in the southern half . <br /> WMU "D" - This Class III Landfill currently covers an <br /> area of 2-1/2 acres. Approximately one acre of the <br /> Phase I portion has a compacted clay liner with a <br /> dendritic leachate collection system. Leachate can be <br /> pumped from the sump via a sump access port. This WMU <br /> contains "nonhazardous solid waste" and "inert waste" <br /> and is the current active unit. WMU "D" will be <br /> contained within the area shown on Attachment C. This <br /> will be done in three phases. During phases I and 11 , <br /> WMU "D" will be extended to cover low portions of WMUs <br /> ffB" and T'C". WMUs B, C, and D will be filled in <br /> approximately the year 2011 . <br /> WMU "E" - This Class 11 Landfill has been constructed <br /> to meet Subchapter 15 requirements, and is dedicated <br /> for the disposal of coal and wood ash. WMU E will be <br /> filled in five to fourteen years depending upon the <br /> rate that ash is received. <br /> WMU "F" - A proposed Class 11 surface impoundment which <br /> will hold leachate and other "designated wastes" <br /> compatible with the liner.
