Box 6336 w <br /> Stockton,CA 95206 <br /> FORWARD LANDFILL, SAN JOAQUIN COUNTY, (Case No.2209) <br /> We have reviewed the WMU D89 landfill liner reconstruction as-built report prepared <br /> by Tom Woodward of Vector Engineering. The report indicates that portions of the <br /> compacted clay liner effected by desiccation cracking were removed, moisture condi- <br /> tioned and recompacted in compliance with the original design plans and construction <br /> quality assurance (CQA) plan. A vapor barrier, granular drainage layer, geotextile and <br /> operations layer were placed over the reworked clay liner. Therefore, we approve the <br /> western portion of WMU D89 as described in the as-built report for waste discharge <br /> operations in accordance with the facility's waste discharge requirements. <br /> In reviewing this report, we note that the CQA plan originally submitted in 1989 needs <br /> to be updated. We have enclosed a CQA program form which we have found useful in <br /> organizing the CQA plan. Please revise the facility's CQA plan and submit it as a stand <br /> -alone document in conjunction with the ash pit(WMU E)expansion design plans. <br /> If you have any questions,please call Steve Rosenbaum at (916)255-3131. <br /> WILLIAM .
