Box 6336 !�� <br /> Stockton,�C.A 0 752-06 <br /> FORWARD LANDFILL, SAN JOAQUIN COUNTY, (Case No.2209) <br /> We have reviewed the construction report for the Class II land treatment units (LTUs) <br /> prepared by Harding Lawson Associates (HLA) dated 6 October 1992 and revised <br /> certification dated 19 October 1992. These lined treatment units were built as part of <br /> waste management unit G, a Class II land treatment unit designated in the facility's <br /> waste discharge requirements (WDRs). The LTUs are designed for biotreatment of soils <br /> contaminated with nonhazardous levels of petroleum hydrocarbons. <br /> The HLA construction report indicates certain problems associated with the installation <br /> and seam testing of the PVC lower liner. However, the CQA officer for HLA, Mr. <br /> Ambrose McCready found the liner and seam conditions acceptable for use in the LTUs. <br /> The report also indicates that native soil used for the upper clay liner was admixed with <br /> imported Ione clay achieve the required 1 x 10-6 cm/s permeability requirement. Test <br /> results of the admixture indicate it meets the permeability requirements. <br /> Based on this information, we approve the LTUs for waste discharge operations in <br /> accordance with the facility's WDRs.
