IP—RZ,
GAVIN NEWSOM
GOVERNOR
C0.LI i0 R LI I• JAIREo NFELD
SECRETARRY FOR
Water Boards ENVIRONMENTAL PROTECTION
Central Valley Regional Water Quality Control Board
15 March 2022
San Joaquin County Environmental Health Department
1868 East Hazelton Avenue
Stockton, CA 95205
SUPPLEMENT TO SITE MITIGATION MASTER FILE RECORD INFORMATION
FORM, UNKNOWN PCE RIPON (GEOTRACKER ID #T10000017178), SAN
JOAQUIN COUNTY
Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff
has prepared this letter to supplement the Site Mitigation Master File Record
Information Form (MFR Form) submitted by Aptim Environmental & Infrastructure, LLC
(Aptim) for investigation activities planned near the corner of West Main Street and
North Locust Avenue in Ripon, San Joaquin County. The purpose of investigation
activities associated with the MFR Form is to identify the source of tetrachloroethene
(PCE) detected in soil gas and groundwater in this area. PCE is a non-flammable
man-made chemical that was historically used for dry cleaning, metal degreasing, and
other applications. Aptim is conducting investigation activities on behalf of the State of
California with oversight from the Central Valley Water Board and funding provided by
the State Water Resources Control Board (State Water Board) Site Cleanup
Subaccount Program (SCAP). Case files are available on the "Unknown PCE Ripon"
(#T10000017178) page of the State Water Board GeoTracker website.
As the environmental consulting firm hired by the State of California to conduct the
investigation work, Aptim has completed the MFR Form as the "Requestor". Since the
party responsible for the PCE detected in this area has not been identified, Aptim did
not identify a responsible party on the MFR form. Similarly, the MFR Form provides
property ownership information for the 311 West Main Street property, where some of
the investigation work will take place; however, this property has not been identified as
the source of the PCE detected in soil gas and groundwater in this area.
If you have any questions about this letter, the MFR Form, or the Unknown PCE Ripon
Site Cleanup Program case, please contact me at (916) 464-4707 or via email at
geoff.rader(a-)-waterboards.ca.gov.
MARK BRADFORD, CHAIR I PATRICK PULUPA, ESQ., EXECUTIVE OFFICER
11020 Sun Center Drive#200, Rancho Cordova, CA 95670 1 www.waterboards.ca.gov/centralvalley
