Site History and Summary of Previous Environmental Investigations Q <br /> Former ARCO Service Station No. 559 <br /> Updated July 2, 2021 <br /> anteaRgraup <br /> SITE HISTORY AND SUMMARY OF PREVIOUS ENVIRONMENTAL INVESTIGATIONS <br /> The Central Valley Regional Water Quality Control Board (Central Valley Water Board) issued a Request for <br /> Environmental Assessment to the owners of Buggy Bath Car Wash located at 2085 East Main Street, Stockton, <br /> California, Assessor Parcel Number (APN) 153-102-100-000 (the Site) on February 11, 2019. <br /> An adjacent American Medical Response West (AMRW) UST case (Central Valley Water Board Case Number <br /> 392001; Global ID Number T10000008942) is located at 2060 East Main Street in Stockton, California (southeast of <br /> the Site).The active leaking underground storage tank(LUST) cleanup site is currently an ambulance medical <br /> response fleet facility operating as AMRW.This property was historically a gasoline retail fueling facility with an <br /> unknown number of USTs.The Monitoring Well Installation Report dated April 27, 2017 by Advanced Geo <br /> Environmental on behalf of AMWR details the installation of three monitoring wells in February and March 2017. <br /> One of these wells was installed in the sidewalk along the eastern edge of the Buggy Bath Car Wash property (MW- <br /> 3), and two wells were installed south of East Main Street(MW-1 and MW-2). Groundwater samples from MW-3 <br /> contained petroleum hydrocarbons significantly above Water Quality Objectives.The Central Valley Water Board <br /> concluded that these petroleum hydrocarbons have originated from the Buggy Bath Car Wash property. <br /> Former ARCO Station No. 559 is now an active LUST Cleanup Site under Central Valley Water Board Case Number <br /> 392006 and Global ID Number T10000012224.The Site is located on the northwest corner at the intersection of <br /> East Main Street and C Street in Stockton, California.An active, self-serve car wash with two vacuum stations and <br /> four car wash ports currently operates at the Site. A mix of commercial and residential properties surrounds the <br /> Site. <br /> Background information for the Site was gathered using historical aerial photographs, Sanborn fire insurance maps, <br /> and sensitive receptor information provided by Environmental Data Resources, Inc.The Site served as a fueling <br /> facility from approximately 1940 to 1965, as identified in the EDR report. Additional historical building permits from <br /> the City of Stockton were located by the Central Valley Water Board as documented in a letter dated March 27, <br /> 2019, on the State Water Resource Control Board (SWRCB) GeoTracker website.The letter states that ARCO owned <br /> and operated a commercial fueling facility at the Site from 1952 to 1973. A Sanborn fire insurance map from 1950 <br /> shows a general layout of the former oil and gas service station, but the exact location and number of the USTs is <br /> unknown. In the 1968 aerial, the property appears to be vacant with no structures present.The City of Stockton <br /> issued a building permit for the car wash on May 13, 1974.The aerials from 1975 through 2016 generally depict the <br /> current Site structures. <br /> Antea Group submitted the Work Plan for Monitoring Well Installations to the Central Valley Water Board on <br /> August 8, 2019.The approved scope included installing five groundwater monitoring wells, each to approximately <br /> 50 feet below ground surface (bgs) located on and off the Site property. <br /> On January 21, 2020 the Central Valley Water Board joined Antea Group at the Site and conducted a split <br /> groundwater sampling event.The Central Valley Water Board observed Antea Group gauging, purging, and <br /> sampling wells MW-1, MW-2, and MW-4.After half of the samples were collected at each respective well by Antea <br /> Group field staff,the Central Valley Water Board field staff collected a set of samples at each well, followed by <br /> Antea Group collecting the second half of their sample collection. Results from the Central Valley Water Board <br /> sampling are presented in a letter dated February 10, 2020. <br />
