AARCADIS Design&Constfltancy
for natural and
built assets
Arcadis U.S.,Inc.
Mr. Michael Kith
2999 Oak Road
San Joaquin County Environmental Health Department Suite 300
600 East Main Street
Walnut creek
Stockton, CA 95202
California 94597
Tel 925 274 1100
Fax 925 274 1103
www.arcadis.com
Subject:
Well Destruction Work Plan Addendum
ENVIRONMENT
4707 Pacific Avenue in Stockton, California
Date:
May 11, 2017
Dear Mr. Kith,
Contact:
On behalf of Chevron Environmental Management Company's (EMC's) affiliate, Tamera Rogers
Union Oil Company of California ("Union Oil"), Arcadis U.S., Inc. (Arcadis) is
pleased to submit this Well Destruction Work Plan Addendum for the above Phone:
referenced site (Site; shown on Figures 1 and 2). Twenty of the 33 Site wells 408.797.2013
have already been destroyed in accordance with the June 2, 2013 Well
Destruction Work Plan submitted by Stantec Consulting Services, Inc. (Stantec Email:
2013). The Site wells were destroyed between March 23 and April 21, 2015 and Tamera.Rogers@arcadis.com
documented in the Well Destruction Report submitted by Stantec on June 17, Our ref:
2016 (Stantec 2016b). 60035135.1515
Due to the following health and safety or logistical impediments associated with
the overdrill method, the remaining groundwater monitoring wells (VW-4 and
MW-15)and sparge wells (SP-1, SP-3, SP-4, SP-5, SP-6, SP-7, SP-8, SP-9, SP-
10, SP-12, SP-13)were proposed to be destroyed by blast perforation in a Work
Plan Addendum submitted by Stantec on February 19, 2016 (Stantec 2016a).
• VW-4 is adjacent to identified subsurface utilities that would be damaged
by over drilling;
• MW-15 is adjacent to a bus stop on Pacific Avenue (a major arterial roadway), and set up of a
drill rig would significantly disrupt the bus route and traffic flow;
• Due to the sparge wells' diameter and depth (65 feet below ground surface [bgs]), stingers could
not be used to keep the drilling augers centered on the well. This issue was observed when
destroying sparge wells SP-2 and SP-11.
Approval to pressure grout sparge wells (SP-1, SP-3, SP-4, SP-5, SP-6, SP-8, SP-9, SP-10, SP-12, SP-
13)was provided by the San Joaquin County Environmental Health Department(SJCEHD) in a letter
Page:
351515 170511-Well Destruction Work Plan Addendum_3.docx 1/4
