Former Unocal #6981 2 13 April 2017 <br /> Stockton, San Joaquin County <br /> The Assistant Executive Officer finds, with respect to the Responsible Party's acts, or failure to act, <br /> the following: <br /> 1. According to the 4 May 1993 Remedial Action Plan produced by Resna Industries, Union Oil <br /> Company of California (Unocal), now a wholly owned subsidiary of Chevron, purchased the <br /> existing retail gas station at 4707 Pacific Avenue in Stockton from Tesoro Gasoline Marketing <br /> Company in April 1984. <br /> 2. On 12 May 1988 Bassett Construction Company filed an Unauthorized Release Report (UARR) <br /> for the Site after discovering an unauthorized release of petroleum from the Site's UST system <br /> during system repairs on the same day the UARR was filed. Chevron is named as the <br /> Responsible Party under this Order because it, or its corporate predecessor, had control over a <br /> UST at the time of or following an unauthorized release of a hazardous substance. (Cal. Code <br /> Regs., tit. 23, § 2720.) <br /> 3. According to the 4 May 1993 Remedial Action Plan produced by Resna Industries, Unocal <br /> excavated approximately 1,600 cubic yards of petroleum impacted soil from the Site in <br /> May 1988 and upgraded the Site's UST system. <br /> 4. Between January 1990 and August 1992, Unocal installed thirteen groundwater monitoring <br /> wells, six vapor extraction wells, and one groundwater extraction well and performed <br /> vapor-extraction and groundwater pumping tests as documented in the 4 May 1993 Remedial <br /> Action Plan (RAP). <br /> 5. Between July and September 1994 Unocal installed a vapor extraction system and conducted <br /> system startup testing according to the 28 November 1994 Soil Sampling and System Startup <br /> Report produced by GeoStrategies, Inc. <br /> 6. Unocal abandoned four monitoring wells in May 1996 to facilitate road construction along <br /> Pacific Avenue according to the 9 August 1996 Second Quarter 1996 Status Report produced <br /> by GeoStrategies, Inc. <br /> 7. In August 1999 Unocal installed three groundwater monitoring wells and one sparge well <br /> according to the 15 November 1999 Well Installation and Soil Boring Report produced by <br /> Gettler-Ryan, Inc. <br /> 8. In April 2000, Unocal demolished the station facilities, removed the UST system, and <br /> excavated approximately 100 cubic yards of petroleum impacted soil according to the <br /> 29 August 2000 Soil Sampling During Station Demolition at Tosco (Former Unocal) Service <br /> Station #6981 produced Gettler-Ryan, Inc. The Site has been used as paved parking for a <br /> Target retail store since the demolition of the gas station. <br /> 9. Unocal operated the Site's vapor extraction system from September 1994 until the third quarter <br /> of 2001 removing approximately 15,000 pounds of total petroleum hydrocarbons as gasoline <br /> and 183 pounds of benzene according to Gettler-Ryan, Inc.'s Ozone Microsparge Well and <br /> System Installation Report dated 1 February 2002. <br /> 10. In November 2001 Unocal installed thirteen ozone sparge wells and began injecting ozone into <br /> the subsurface at the Site in December 2001 according to Gettler-Ryan Inc.'s Ozone <br />
