1(2ZER(O <br /> WASTE SYSTEMS, INC. <br /> 2928 POPLAR STREET• OAKLAND,CA 94608• 415/893-8257 <br /> May 30, 1986 <br /> Mr. Nadir Saranevest <br /> C/O Bill Greenspan <br /> The Greenspan Company <br /> •400 Oyster Point Blvd. <br /> Suite 210 <br /> South San Francisco, CA 94080 <br /> Authorization to preform work <br /> Proposed Site Assessment and Preliminary Plan of Correction <br /> Zero Waste Systems, Inc. proposes to take the following actions <br /> in order to establish the scope of contamination problems at the <br /> Tracy Printed Circuit Board facility, which was damaged by a <br /> fire which may have resulted in flows of contaminated water into <br /> soil. <br /> 1 ) Obtain material safety data sheets and other available <br /> product and inventory information from Mr. Saranevest and any <br /> other information (eg. any blueprints showing tank locations and <br /> contents). This will help reduce the amount of analyses required <br /> and save money. <br /> 2) Decide which areas are likely to have been contaminated and <br /> the probable outer limits of the contaminated areas, both <br /> horizontally and vertically. <br /> 3) Take soil samples at suitable depths and have them analysed <br /> at an independant certified laboratory to confirm the extent of <br /> contamination. At least one sample will be taken from below a <br /> crack in the concrete, inside the building in a position judged <br /> to be the most likely to be contaminated. <br /> 4) We will use pH tests of soil on site to help define the areas <br /> to take samples as in 3) Samples will be analysed for heavy <br /> metals. <br /> 5) We will take and store more samples than are intended to be <br /> analysed in case government agencies require more analyses to be <br /> done later. <br />
