Although IT Corporation did provide certain clean up services on that date, a recent inspection by representatives of the California Department of Health Services and the San Joaquin Local Health District indicates that the site still contains numerous unstable vats and drums of hazardous wastes including sulphuric and hydrocholoric acids, and ground contamination. As such, the site presents an imminent hazard to the public health. Furthermore, if the hazardous wastes remain on site more than 90 days, the site will become a non-permitted hazardous waste dispo- sal site (Title 22, California Administrative Code section 66508 ) . The site must be immediately secured and the wastes removed by a licensed transporter. The area must be fenced by 5 :00 p.m. Monday, July 14, to prevent accidental exposure, and clean up started by July 17 , 1986 . If these dates are not met, the fencing and removal will be performed by the Department of Health Services and costs ( including actual costs, administrative costs plus 10% , as provided for in the Health and Safety Code) will be recovered from responsible parties (this includes both the owner and the leasee) . If the clean up is not substantially completed by July 29 , a complaint will be filed by this office for having a non-permitted disposal site.
