McArthur <br /> Tracy, CA 95376 <br /> Ted Bolls <br /> 41075 Railroad Avenue <br /> Fremont, CA 94538 <br /> Re: Tracy Printed Circuit Board <br /> 11400 West Linne Road <br /> Tracy, CA <br /> Dear Sirs: <br /> On April 29 of this year, a fire at the above captioned location <br /> resulted in the release of large amounts of hazardous wastes. <br /> Although IT Corporation did provide certain clean up services on <br /> that date, a recent inspection by representatives of the <br /> California Department of Health Services and the San Joaquin <br /> Local Health District indicates that the site still contains <br /> numerous unstable vats and drums of hazardous wastes including <br /> sulphuric and hydrocholoric acids, and ground contamination. As <br /> such, the site presents an imminent hazard to the public health. <br /> Furthermore, if the hazardous wastes remain on site more than 90 <br /> days, the site will become a non-permitted hazardous waste dispo- <br /> sal site (Title 22, California Administrative Code section <br /> 66508 ) . <br /> The site must be immediately secured and the wastes removed by a <br /> licensed transporter. The area must be fenced by 5 :00 p.m. <br /> Monday, July 14, to prevent accidental exposure, and clean up <br /> started by July 17 , 1986 . If these dates are not met, the <br /> fencing and removal will be performed by the Department of Health <br /> Services and costs ( including actual costs, administrative costs <br /> plus 10% , as provided for in the Health and Safety Code) will be <br /> recovered from responsible parties (this includes both the owner <br /> and the leasee) . If the clean up is not substantially completed <br /> by July 29 , a complaint will be filed by this office for having a <br /> non-permitted disposal site. <br />
