The report documents the construction and CQA
procedures for the new Class 11 Waste Management Unit (WMU)D-01. The report addresses:
preparation of the subgrade; investigation of clay sources including results of two sealed double ring
infiltrometer tests; construction of a compacted clay liner; installation of Geosynethetic clay liner on side
slopes; placing high density polyethylene geomembrane to form a composite base liner; constructing a
LCRS of geocomposite drainage net on the side slopes and gravel drainage blanket on the base;
constructing LCRS sumps with pan lysimeters and placing the soil operations layer. GCL panels were
installed on the compacted clay liner at selected locations where the clay thickness was less than the
required minimum of two feet. Clay thickness was reduced in those locations to maintain necessary
grade in leachate collection pipes. f,,
Holdrege and Kull report that based on observations and test results they believe that the base liner was
constructed in general compliance with construction plans and specifications, good engineering
construction practices, and the requirements of Title 27. Based on the CQA report, on supporting test
results and design documents WMU D-01 is approved for waste discharge operations in accordance with
the facility's waste discharge requirements.
If you have any questions, please call me at (916) 255-3814.
ROSS D.
