Mr. Kevin Basso - 2 - _ 10 October 20.01 <br /> must be closed during the 2002 construction season. Please submit as an addendum to the JTD, <br /> with a time schedule-, to bring Austin Road to a grade that will insure drainage (no less than 3% <br /> positive slope), and complete installation the Interim Final Cover no later than 1 October 2002. <br /> It may not be possible under permitted waste inflow rates to achieve the grading plan anticipated <br /> in the JTD. If this is the case, a revised fill/grading plan must be implemented so that the interim <br /> final cover is completed during the 2002 construction season. <br /> 4. As noted in the JTD, landfill gases are believed to be an important source of VOCs in <br /> groundwater at Austin Road landfill and a source of the intermittent detections of VOCs in <br /> groundwater at Forward. The JTD proposed to improve the existing gas extraction system at <br /> Austin Road and incorporate the Forward area into the improved system. These improvements <br /> are part of the corrective actions for clean up contaminated groundwater. A time schedule for <br /> improvements to the landfill gas monitoring and extraction system should be submitted as an <br /> addendum to-the.JTD. _ __... . <br /> 5. Forward is concurrently working on a revised Engineering Feasibility Study for cleanup of the <br /> Austin Road groundwater contamination. Staff anticipates that the study will-conclude with a <br /> plan consisting of improvements to the gas extraction system,artificial recharge of treated <br /> groundwater, and addition of one or more downgradient extraction wells. A time schedule for <br /> implementing the results of the EFS should be submitted as an addendum to the JTD. This time <br /> schedule may incorporate the schedule asked for in item 4 above. <br /> Please submit the addendums, requested in items 1 through 5 above no later than 15 December <br /> 2001, so that tentative WDRs can be completed by mid-January 2002. <br /> If you have any questions,please call me at (916) 255-3814. <br /> ROSS D.
