Comment 16: Description of Planned Land Uses per 21190; the JTD index indicates <br /> that this information can be found in Section 1.5 of Appendix L. Section <br /> 1.5 of Appendix L does not discuss any planned land uses. <br /> Response: The JTD Index has been revised to indicate Section 1.6 of Appendix L. <br /> RESPONSE TO ENVIRONMENTAL HEALTH DIVISION COMMENT LETTER <br /> DATED NOVEMBER 15, 2001 <br /> Comment 1: Waste Management Units Page 2-2 & 2-3; the JTD shall include specific <br /> limits of the existing and planned disposal areas in relation to the <br /> surrounding land use. The reference in the JTD is not adequate to fulfill <br /> Title 27 CCR Section 21600(b)(3)(E). <br /> - - Response: Section 2.3 - Land Use, has been revised to indicate the existing zoning <br /> for the areas around the site within 1,000 feet. Figure 1 has been revised <br /> to indicate the zoning and to show a 1,000 foot radius around the site. <br /> Comment 2: Operating Criteria Page 6-6; the JTD failed to list the equipment to be <br /> used to spread and compact the waste in accordance with Title 27 CCR <br /> Section 21600 (b)(5)(J). <br /> Response: Section 6.3.1 discusses equipment utilized for handling and disposal <br /> operations at the landfill and references Table 14 which provides an <br /> equipment list including a compactor and dozer. Section 6.4.3 - <br /> Spreading and Compaction, has been revised to indicate that a dozer and <br /> compactor are utilized for spreading and compaction of refuse. <br /> Comment 3: Traffic Control Page 7-17; the JTD describes the traffic patterns to the <br /> facility and the available entrances used by the facility. The traffic flow on <br /> the facility was not discussed and any safety issues that might need to be <br /> addressed to insure the safe traffic flow into around and out of the facility <br /> as required by Title 27 CCR Section 21600(b)(8)(1) (corrected). <br /> Response: See response to Comment No. 9 above. <br /> RESPONSE TO RWQCB COMMENT LETTER DATED OCTOBER 10, 2002 <br /> Comment 1: A Liner Performance Appraisal is required for any new Waste <br /> Management Units (WMU) constructed in the Central Valley Region. A <br /> general liner performance appraisal that considers conditions at the <br /> Forward/Austin Road site should be submitted as an addendum to the <br /> JTD.
