8LFR <br /> LEVINE-FRICKE <br /> May 15, 2002 003-07979-00-004 <br /> Mr. Robert McClellon <br /> San Joaquin County Environmental Health Division <br /> 304 East Webber Avenue, 3rd Floor <br /> Stockton, California 95202 <br /> Subject: Confirmation of Second Quarter 2002 Soil Gas Monitoring Data, Forward Landfill, <br /> San Joaquin County, California <br /> Dear Mr. McClellon: <br /> This letter report presents results of soil gas monitoring conducted by LFR Levine-Fricke (LFR) <br /> on behalf of Forward Incorporated (Forward) at the Forward Landfill located in San Joaquin <br /> County on May 8, 2002. Forward has retained LFR to conduct quarterly soil gas at this landfill. <br /> Soil gas monitoring conducted on May 1, 2002 revealed elevated methane concentrations in soil <br /> gas probe GP-10 located along the northern landfill boundary (between the Forward and Austin <br /> Road Landfills). GP-10 and other nearby soil gas probes (Figure 1) were again monitored on May <br /> 8, 2002. <br /> In accordance with CCR Title 27, Section 20937(a), this letter report is also being submitted to <br /> inform the enforcement agency (EA) that methane was detected above the lower explosive level <br /> (LEL) in Forward Landfill gas probe-10 (GP-10) at a concentration of 8.0 percent by volume on <br /> May 8, 2002. The methane detection likely reflects the temporary shut down of the Austin Road <br /> landfill gas extraction system for routine maintenance activities. The extraction system was shut <br /> off on March 25, 2002 for a period of approximately two weeks, and was turned back on April 8, <br /> 2002. The system was intermittently on and off for various repairs and checks and was turned <br /> back on April 25, 2002. Forward proposes continuing with the routine monitoring activities on a <br /> quarterly basis to confirm conditions under normal operating conditions. <br /> In accordance with CCR Title 27, Section 20937(a)(1), an evaluation was conducted by Forward <br /> personnel regarding the necessary immediate steps to protect public health and safety and the <br /> environment. At this time, Forward has concluded there appears to be no potential hazardous <br /> conditions based on field monitoring results of on-site buildings and ambient air. As shown on <br /> Table 1, monitoring of on-site facilities and ambient air in the vicinity of GP-10 on May 8, 2002 <br /> (no methane detected) confirms the previous findings. <br /> Procedures <br /> Perimeter landfill gas monitoring was conducted at two of Forward's landfill gas probes on May <br /> 8, 2002 by LFR personnel.
