ATTACHMENT B <br /> FORWARD LANDFILL <br /> JOINT TECHNICAL DOCUMENT <br /> RESPONSE TO AGENCY COMMENTS <br /> RESPONSE TO ENVIRONMENTAL HEALTH DIVISION COMMENT LETTER <br /> DATED TUNE 25, 2002 <br /> Comment 1: ITD, Appendices L, Table 8 Forward Landfill Closure Cost Estimate <br /> Summary, Item #6; The Joint Technical Document does not provide any <br /> closure cost estimate for landfill gas monitoring system. Provide cost <br /> estimate for landfill gas monitoring system. <br /> Response: As indicated in Section 5.2.5 - Landfill Gas Monitoring System, no <br /> additional gas monitoring facilities are proposed at closure; however costs <br /> for placement of up to 4 additional multiple-depth probes (maximum 50 <br /> feet deep), as may become necessary, has been added as requested. This <br /> information has been added to Section 5.2.5 and Table 8 has been <br /> revised with the costs for probe placement. <br /> Comment 2: ITD, page 2-6, Austin Road Interim Closure; The disposal of solid waste <br /> at existing Austin Landfill shall cease on or before December 31, 2002 as <br /> current SWFP permitted. If the extension of deadline is proposed, in <br /> addition to approval from CRWQCB, approval from SJC-EHD and <br /> CIWMB are required. <br /> Response: Section 2.5.6 - Austin Road Interim Closure, has been revised to <br /> indicated that approval for the extension may be sought from the <br /> RWQCB, CIWMB and LEA. <br /> Comment 3: ITD, Section 6.0 Disposal Site Operations; The JTD does not provide <br /> plan and method that only Class III waste is disposed into the space <br /> between Interim Final Cover and intermediate liner of existing Austin <br /> Landfill. Provide in the plan how this activity will be conducted. <br /> Response: Section 5.2.5 - Fill Phasing, has been revised to discuss filling operations <br /> to ensure that only Class III waste be placed in the area between the <br /> interim final cover and the intermediate liner. <br /> Comment 4: ITD, page 7-5, Construction/Destruction of monitoring well; <br /> Construction or destruction of monitoring well shall be inspected by SJC- <br /> EHD under permit. <br /> Response: Section 7.2.2.2 - Proposed Groundwater Monitoring Network, has been <br /> revised to indicate that the LEA and RWQCB will be notified of any <br /> construction or demolition of groundwater wells for inspection and/or <br /> approval. <br /> (L\Allied\2000.193\Corres2002\Agency Res702:07/16/02) 1 <br />
