f
771-'NTOR
ACOIL11
ENGINEERING, INC.
September 3, 2002
Job No. 021605.00
Mr. Ross Atkinson
Central Valley Water Quality Control Board
3443 Routier Road
Sacramento, California 95827
Re: Interim Construction Certification Letter, Waste Management Unit D-02
Construction at the Forward Landfill
Dear Mr. Atkinson,
Vector Engineering, Inc. (Vector) of Grass Valley, California has completed the
construction quality assurance (CQA)field observation and testing associated with the
construction of Waste Management Unit D-02 (WMU D-02) at the Forward Landfill.
Based on our field work, it is Vector's opinion that WMU D-02 has been completed in
general accordance with the "Construction Documents,Waste Management Unit D-02,
Forward Landfill", prepared by Lewis Engineering, and subsequent
recommendations/revisions provided by the project engineer.
The composite liner system for WMU D-02 consists of the following components (from
bottom to top):
Floor of Cell
• Excavated and prepared subgrade;
• 24-inches of low-permeability soil liner;
• 60-mil single-sided textured geomembrane;
• 12-inches of granular drainage layer;
• geotextile; and
• 12-inches of protective operations layer.
West Sideslope
• Excavated and prepared subgrade;
• Geosynthetic clay liner (GCL);
• 60-mil single-sided textured geoembrane;
• Geocomposite drainage layer; and
• 12-inches of protective operations layer placed 10 feet vertically up the slope
(the remainder to be placed during operations).
During the construction, Vector provided a construction quality assurance monitor that
observed and tested the earthworks and geosynthetic portions of the project. In order for
refuse to be placed within the WMU D-02 area, the liner system must be installed and
tested to ensure compliance with the project plans and specifications. As part of the CQA
inspection services at the site, Vector evaluated and observed the preparation of the
143E Spring Hill Drive • Grass Valley,CA 95945 • (530) 272-2448 Fax: (530) 272-8533
USA•ARGENTINA 9 BRAZIL•CHILE•PERU•PHILIPPINES
