SURFACE AND GROUND WATER CONDITIONS 21. The Water Quality Control Plan, Fourth Edition for the Sacramento River Basin and the San Joaquin River Basin (hereafter Basin Plan), designates beneficial uses, establishes water quality objectives, and contains implementation plans and policies for all waters of the Basin. 22. Surface drainage is toward the west in the Duck-Littlejohns Hydrologic Area(31.40) of the San Joaquin River Basin. 23. The landfill is on the floor of the northern San Joaquin Valley. The designated beneficial uses of Littlejohns Creek, as specified in the Basin Plan, are agricultural supply, industrial service and process supply water, contact and non-contact water, recreation,warm fresh water habitat, preservation of rare, threatened and endangered species, and groundwater recharge.
