WASTE DISCHARGE REQUIREMENTS ORDER NO. -22- <br /> FORWARD INC. AND ALLIED WASTE INDUSTRIES <br /> FOR OPERATION OF <br /> FORWARD CLASS 11 LANDFILL <br /> SAN JOAQUIN COUNTY <br /> composite parameter addressing all"qualifying VOCs"(in this case, VOCs that are <br /> detected in less than 10% of background samples). <br /> The Discharger shall conduct verification testing (see Detection Monitoring <br /> Specifications E.21. and E.23 below, as appropriate) to determine whether a release of <br /> VOCµater Monitoring Parameter has occurred if the data for any monitoring point <br /> meets either of the following triggering conditions: <br /> 1) The data contains two or more qualifying VOCs that equal or exceed their <br /> respective MDLs; or <br /> 2) The data contains one qualifying VOC that equals or exceeds its PQL. <br /> b. For the Volatile Organic Compounds Monitoring Parameter For Soil Pore Gas <br /> Samples[VOCSpgJ: the VOCspg Monitoring Parameter is a composite parameter for <br /> soil pore gas addressing all "qualifying VOCs" detectable using either GC or GC/MS <br /> analysis for at least a ten liter sample of soil pore gas (e.g., collected in a vacuum <br /> canister). It involves the same scope of VOCs as does the VOC,,,ate,Monitoring <br /> Parameter. For the VOCspg test, "qualifying VOCs"consist of all those VOCs which <br /> are detectable in less than 10% of background soil pore gas samples. <br /> The Discharger shall conduct verification testing (see Detection Monitoring <br /> Specifications E.21. and E.23 below, as appropriate)to determine whether a release of <br /> VOCspg Monitoring Parameter has occurred if the data for any monitoring point meets <br /> either of the following triggering conditions: <br /> 1) The data contains two or more qualifying VOCs that equal or exceed their <br /> respective MDLs; or <br /> 2) The data contains one qualifying VOC that equals or exceeds its PQL. <br /> c. For Constituents of Concern: For five-yearly testing of all Constituents of Concern <br /> (COCl), the "qualifying constituents" consist of COCs that are detected in less than <br /> 10% of applicable background samples. <br /> The Discharger shall conduct verification testing (see Detection Monitoring <br /> Specifications E.21. and E.23 below, as appropriate) to determine whether a release of <br /> COCs has occurred if the data for any monitoring point meets either of the following <br /> triggering conditions: <br /> 1) The data contains two or more qualifying constituents that equal or exceed their <br /> respective MDLs; or <br />
