The procedure is described in detail in Evaluation <br /> Procedures for Porplosed Corrective Action at Austin Road Landfill(February <br /> 2002) by Herst and Associates, Inc. A Total VOC Mass Threshold Limit (41.85 <br /> kg) and Total VOC Threshold Limits for individual wells have been established. <br /> If either of the two types of threshold limits is exceeded and verified, the <br /> corrective action program is re-evaluated to determine if changes to the corrective <br /> action plan are necessary to meet the cleanup goals. Threshold limits for the <br /> proposed new well will be established from background data collected from those <br /> wells. <br /> 4. Point of Compliance <br /> The point of compliance for the water standard at each Unit is a vertical surface <br /> located at the hydraulically downgradient limit of the Unit that extends through <br /> the uppermost aquifer underlying the Unit. For the foreseeable future the point of <br /> compliance for old Forward area is the downgradient margin of old Forward <br /> WMUs, and the point of compliance for Austin Road area is the downgradient <br /> margin of Austin Road Landfill. <br /> 5. Compliance Period <br /> The compliance period for each Unit shall be the number of years equal to the <br /> active life of the Unit plus the closure period. The compliance period is the <br /> minimum period during which the Discharger shall conduct a water quality <br /> monitoring program subsequent to a release from the Unit. The compliance <br />
