MONITORING AND PPORTING PROGRAM NO. 12 <br /> FORWARD INC. AND ALLIED INDUSTRIES <br /> FOR OPERATION OF <br /> FORWARD CLASS II LANDFILL <br /> SAN JOAQUIN COUNTY <br /> The Designated Levels for petroleum contaminated soils are 100 mg/kg TPH Diesel by Modified <br /> EPA 8015 or equivalent method and nondetectable TPH Gasoline or BTEX. <br /> Waste determined by the above procedures to exceed the Designated Levels shall be discharged <br /> to a Class II WMU. <br /> SHREDDER WASTE MONITORING <br /> Monitoring requirements for shredder waste are as follows: <br /> Parameter/Constituent Units Sampling Frequency <br /> PCBs mg/kg Every 1,000 tons* <br /> Locations of shredder waste -- Quarterly <br /> Amount of shredder waste Tons Quarterly <br /> BTEX mg/1 or ug/1 Every 1,000 tons <br /> Total Petroleum Hydrocarbons (TPH) mg/kg Every 1,000 tons <br /> * Or more frequently as required by the Department of Health Services. <br /> Testing for PCBs shall be conducted using composite samples collected at the shredder facility. <br /> The samples shall be analyzed using EPA Method 8080. <br /> COAL AND WOOD ASH MONITORING <br /> Monitoring requirements for coal and wood ash accepted at Forward, Inc., are as follows for each <br /> waste stream: <br /> Parameter/Constituent Units Sampling Frequency <br /> Amount of coal or wood ash Cubic Yards Quarterly <br /> EC* umhos/cm Quarterly <br /> pH pH units Quarterly <br /> TDS* mg/1 Quarterly <br /> Metals (Inorganics in Table VI)* mg/1 Quarterly <br /> * Tests to be run on the extract generated by the WET. <br /> Whenever the source of coal or wood ash or power plant configuration is changed, the above <br /> tests shall be run immediately to characterize the new ash. <br />
