CIWMB ADC SURVEY VISIT AT FORWARD INC.LANDFILL(39-PA-0015)
4. C&D material used as wet weather decking being reported as ADC.
This was a reporting error and steps have been made to ensure that this does not happen in the
future. The EHD has never witnessed the use of C&D material;as.ADC at the Forward, Inc.
Landfill.
5. The lack of sufficient cover on the active face on the day of the survey.
The site is inspected on a monthly basis by EHD staff. As part of the monthly inspection, EHD
staff check the site for adequate daily cover. There have been instances where the EHD has
witnessed minor day-lighting with regard to daily cover at the facility, but never a failure of this
magnitude. The facility has provided a list of people responsible to ensure that adequate cover is
placed on the active face. In addition to this list, the site operators have generated an inspection
form to track the placement of cover, the size of the working face,'the type of ADC used and the
amount of ADC used each day(see attached letter).
The EHD hopes that this response adequately addresses your concerns. If you require further
information or clarification, please contact Robert McClellon, Supervising RENS of my staff, at
(209)468-0332.
Sincerely,
Donna Heran,REHS,Director
San Joaquin County
Environmental Health Department
DH/RM
Enclosures
c: Kevin Basso,General Manager,Forward,Inc.
Word/RM/ADC Survey Response
