Groundwater Well Installation Work Plan Sharpe Army Depot <br /> Lathrop, California <br />Ahtna Environmental, Inc. 5 <br />3.0 Field Activities <br />This section describes the procedures, specifications, and requirements for the work to be performed. <br />Field activities will conform to applicable regulatory requirements. Groundwater well installation activities <br />will be completed in accordance with standard operating procedures in the Quality Assurance Project Plan <br />(QAPP; Ahtna, 2019d), Accident Prevention Plan (APP; Ahtna, 2019e), the Site Waste Management Plan <br />(Ahtna, 2019f), and applicable field standard operating procedures (SOP; Appendix B). <br />3.1 Pre-Well Installation Field Activities <br />Pre-well installation field activities will consist of coordination with the Presidio of Monterey Directorate <br />of Public Works Environmental Division (DPW-E), permitting, and geophysical and biological clearances as <br />needed. <br />3.1.1 Notification and Access <br />Before commencing field activities within the Sharpe boundaries, geophysical clearance and biological <br />clearance will be coordinated with the Presidio of Monterey DPW-E. A valid driver’s license is required for <br />access to the installation. No field notifications or other access requirements are required. <br />For well installation outside of the Sharpe boundaries, access agreements will be arranged by USACE Real <br />Estate. All field activities will be coordinated with property owners. <br />3.1.2 Permitting <br />A permit from the San Joaquin County Environmental Health Department (SJCEHD) will be obtained before <br />the fieldwork for well installation outside of the Sharpe boundaries. A SJCEHD representative will be <br />notified at least 48 hours before the commencement of the fieldwork to allow time for a field inspection. <br />At a minimum, the representative should be present to monitor the grouting (sealing) of the well casing. <br />As the proposed monitoring well locations and EWA1R are within the Sharpe boundaries, no permits from <br />the SJCEHD are required for the installation. <br />3.1.3 Geophysical Clearance <br />Utility clearance will be performed before drilling to identify underground utilities and other potential <br />obstructions. Clearance activities include notification of utility agencies and utility protection <br />organizations as appropriate, and performing onsite surveys using geophysical equipment. Locations of <br />utilities will be marked on the ground surface to indicate the assumed type of utility. Before initiating <br />intrusive activities, utility location information will be reviewed, including field markings and available <br />drawings. Borings will be made by hand auger (or similar method) to a depth of 5 ft bgs. <br />3.1.4 Burrowing Owl Management <br />Before conducting any field operations for wells located on Sharpe, steps will be taken to mitigate any <br />potential adverse effects on burrowing owls in the area. These steps include following procedures <br />outlined in the Burrowing Owl Management Plan, Sharpe Depot (Albion Environmental, 1997), performing <br />a burrowing owl survey, and reviewing information from the most recent annual burrowing owl census.
