I. INTRODUCTION <br /> Harvest Bible Church is proposing to construct a new Church Sanctuary/Multipurpose Building <br /> adjacent to the east of their exiting Church/Preschool/Child Care Building. The Aspire Vincent <br /> Shalvey Academy, located southeast to the Church, is also a part of the Parcel land area. The San <br /> Joaquin County Environmental Health Department (EHD) required Nitrate Loading and Soil <br /> Suitability Studies to be completed for this proposed project. These Studies were completed to <br /> examine the underlying soil structure and characteristics to determine the suitability of an On-site <br /> Wastewater Treatment System (OWTS). This report complies with San Joaquin County <br /> Development Title, Section 9-1105.2(d). <br /> The following people and firms are an integral part of this development: Pastor Mark Butler is the <br /> Pastor for the Harvest Bible Church and also presides over the Preschool. 'Mr. Rick Cropper is the <br /> facilitator and General Contractor for the project. Mr. Doug Wagner, PE of Precision Building <br /> Solutions dba J.C. Wagner is the Design Engineer for the project. Mr. Cropper has provided the <br /> preliminary information to complete these-Studies. <br /> Within the text of this Report, Bolded Section (§) numbers are referenced at the beginning of an <br /> applicable Paragraph(s), or Appendices that correspond with the EHD Requirements.Checklist. <br /> Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study <br /> Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the <br /> Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other <br /> sections of the Checklists, but may not be necessarily referenced. <br /> NLS§2.3, SSS§3.1. The subject property is located on the east side of Highway 99 in the <br /> Morada area of Stockton. There are no municipal sewer or stormwater management services in <br /> this locale. Public water to the entire subject property is provided by the Wilkinson Manor MD 23 <br /> public well. There is an on-site well located at the NEC of the Aspire Building that provides <br /> irrigation water to the property exclusively. <br /> SSS§ 1.1, 1.2. The subject property is composed of APNs 086-070-47 and composed of 7.76 <br /> acres, as referenced on the Title Page in addition to zoning information. The proposed new <br /> structure is to be constructed adjacent to the east of the existing Church Building. At present, it is <br /> unknown if the new building will connect to the existing building, or if there will be a walkway in <br /> between. <br /> The extremely limited area for effluent disposal originating from the new structure has created <br /> special engineering design considerations. The only available area for effluent disposal is directly <br /> north of the existing Church structure. This area is confined by the building foundation and <br /> property line setbacks, thus creating narrow leachfields and has caused the OWTS to be regarded <br /> as an engineered system. Constructing the leachlines will be very challenging; consequently,the <br /> 100%replacement leachlines is proposed to be installed simultaneous with the primary leachlines, <br /> as illustrated on the design plans. <br /> Page -1- <br /> Chesney Consulting <br />
