FINDINGS FOR SITE APPROVAL <br /> PA -2100282 <br /> MANINDER SANDHU / VERIZON WIRELESS <br /> 1 . The proposed use is consistent with the goals , policies , standards , and maps of the General <br /> Plan , any applicable Master Plan , Specific Plan , and Special Purpose Plan , and any other <br /> applicable plan adopted by the County . <br /> • This finding can be made because the proposed use , a telecommunications <br /> tower, is located in the AG -40 ( General Agriculture — 40 -acre minimum ) zone , <br /> and the Communications Services — Type II use type may be conditionally <br /> permitted in this zone with an approved Site Approval application . The project <br /> site has a General Plan designation of A / UR ( Agriculture - Urban Reserve ) and <br /> the AG -40 zone is an implementing zone for this designation . The proposed <br /> tower extension is consistent with the goals , policies , standards , and maps of <br /> the General Plan , and there are no Master Plans or Special Purpose Plans <br /> applicable to this site . <br /> 2 . Adequate utilities , roadway improvements , sanitation , water supply , drainage , and other <br /> necessary facilities have been provided , and the proposed improvements are properly <br /> related to existing and proposed roadways . <br /> • This finding can be made because there are no new utility improvements required . <br /> The proposed project of an 80 -foot -tall , unmanned telecommunications tower and <br /> associated equipment within a 1 , 600 square foot lease area tower and will not <br /> impact existing public utilities . This project will not require the use of public <br /> water , sewer , or- storm drainage , nor are private services required for this use . The <br /> project site will continue to be accessed along W . Von Sosten Road and W . Byron <br /> Road in Tracy , CA . <br /> 3 . The site is physically suitable for the type of development and for the intensity of <br /> development . <br /> • This finding can be made because the parcel is of adequate size and shape <br /> to accommodate the proposed use , building coverage , setbacks , and other <br /> requirements of the Development Title . The parcel can accommodate the use <br /> of the telecommunications facility and the associated ground equipment <br /> within the existing lease area . <br /> 4 . Issuance of the permit will not be significantly detrimental to the public health , safety , or <br /> welfare or be injurious to the property or improvements of adjacent properties . <br /> • This finding can be made because it was determined that the project will not be <br /> detrimental to the Public Health . A Notice of Exemption from CEQA ( California <br /> Environmental Quality Act ) will be filed . The telecommunications tower must <br /> comply with Federal Communications Commission regulations regarding radio <br /> frequency emissions . <br /> 5 .
