1. All permanent parking lots, including internal circulation and loading areas, shall be surfaced, <br /> and permanently maintained with asphalt concrete or Portland cement concrete to provide a <br /> durable, dust-free surface. Bumper guards and/or wheel stops shall be provided when <br /> necessary to protect adjacent structures or properties. Ingress and egress areas that connect <br /> to a paved road or highway shall also be surfaced and permanently maintained with asphalt <br /> concrete or Portland cement concrete or with pervious pavements, sand-set pavers, and <br /> supported turf systems. (Development Title Section 9-406.060[i]) <br /> 2, FORWARD LANDFILL SITE:A mlrimum of 4 permanent off-street vehicle parking spaces shall <br /> be provided. (Development Title Section 9-406.040). <br /> 3. STOCKTON METROPOLITAN AIRPORT SITE: A minimum of 2 permanent off-street vehicle <br /> parking spaces shall be provided. (Development Title Section 9-406.040). <br /> 4. Each vehicle parking stall shall be an unobstructed rectangle, minimurn 9 feet wide and 20 feet <br /> long. (Development Title Section 9-406-060) <br /> f. ACCESS AND CIRCULATION: The following requirements apply and shall be shown on the Site <br /> Plan: <br /> 1. Access driveways shall have a width of no less than twenty-five (25) feet for two-way aisles and <br /> sixteen (16) feet for one-way aisles, except that in no case shall driveways designated as fire <br /> department access be less than twenty(20)feet wide. (Development Title Section 9-406.060[n][1]) <br /> g. SCREENING: Screening shall be provided and comply with the following: <br /> 1. FORWARD LANDFILL SITE: Ground-mounted equipment that faces a street must be <br /> screened. This screening shall between 6 to 8 feet in height. (Development Title Section 9- <br /> 400.050(c)) <br /> 2. STOCKTON METROPOLITAN AIRPORT SITE: Ground-mounted equipment that faces a <br /> street must be screened to a height of 12 inches alcove the equipment. (Development Title <br /> Section 9-400.050(b)(2)) <br /> 3. A 25-foot-high noise barrier shall be installed along the northern and eastern boundaries of the <br /> RNG conditioning plant site. <br /> h. LIGHTING: Lighting shall be provided and comply with the following: <br /> 1. All off-street parking areas where the parking area is used at night shall be provided with exterior <br /> lighting. (Development Title Section 9-406.060[m]) <br /> 2. All lighting shall be designed to confine direct rays to the premises_ No spillover beyond the <br /> property lines shall be permitted,except onto public roads,provided, however,that such light shall <br /> not cause a hazard to motorists. (Development Title Section 9-406.060[m][3]) <br /> 3. All lighting shall be on a time clock or photo-sensor system so as to be turned off during daylight <br /> hours and during any hours when the parking area is not in use. This requirement does not <br /> apply to security lighting. (Development Title Section 9-406.060[m][2]) <br /> i. SIGNS: Sign details shall be consistent with Chapter 9-408 of the Development Title and be included <br /> on the Site Plan.All portions of any sign shall be set back a minimum of 5 feet from existing and future <br /> right-of-way lines and shall not block pedestrian or vehicle rights-of-way or obstruct drivers' visibility. <br /> (Development Title Section 9-408.070[p]) <br /> PA-2200144—Conditions of Approval 2 <br />
