FINDINGS FOR SITE APPROVAL <br /> PA-2200144 <br /> FORWARD INC.I AMERE5CO FORWARD RNG LLC <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan adopted <br /> by the County. <br /> • This finding can be made because the Utility Services — Major may be conditionally <br /> permitted in the AU-20 (Agricultural-Urban Reserve), AG-40 (General Agriculture), P-F <br /> (Public Facilities),and A-PX zones with an approved Site Approval application.These zones <br /> implement the General Plan's AZUR (Agriculture-Urban Reserve), AIG (General Agriculture), <br /> P/F (Public), and A/PX designations. Therefore, the uses are consistent with the goals, <br /> policies, standards, and maps of the General Plan. There are no Master Plans, Specific <br /> Plans,and/or Special Purpose Plans in the project vicinity. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because the parcels are of adequate size and shape to <br /> accommodate the proposed landfill gas to energy facility, related equipment and <br /> infrastructure, and required utilities including on-site wastewater treatment, on-site water <br /> wells, and on-site stormwater retention.The site plan shows that there is sufficient area for <br /> the project improvements, in compliance with Standards of the Development Title. <br /> Additionally,the installation of the pipeline facilities are subject to encroachment permitting <br /> and Franchise Agreements with the Department of Public Works to ensure public rights-of- <br /> way are not significantly affected. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the parcel is of adequate size and shape to accommodate <br /> the proposed use and the requirements of the Development Title.The site plan shows that <br /> there is sufficient area for the project improvements, in compliance wilh Standards of the <br /> Development Title. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or be <br /> injurious to the property or improvements of adjacent properties. <br /> This finding can be made because the Initial Study prepared for this project found no <br /> potentially significant environmental impacts. A Mitigation Monitoring and Reporting <br /> Program is being adopted with the approval of this project to further ensure that all impacts <br /> are reduced to less-than-significant. <br /> 5. The use is compatible with adjoining land uses. <br /> • This finding can be made because the proposed uses will not interfere with nor alter the <br /> current land uses on adjacent properties. Surrounding properties to the landfill facility are <br /> mainly public facilities and agricultural with scattered residences. The initial study prepared <br /> for this application found potential noise impacts that may be mitigated with the installation <br /> of a noise attenuation wall. This wall has been included in the Mitigation Monitoring and <br /> Reporting Program and included in the Conditions of Approval to ensure compatibility with <br /> surrounding uses. Surrounding properties to the airport site are include public facilities and <br /> industrial development. The proposed uses may be conditionally permitted subject to an <br /> approved Site Approval application. <br /> PA-2200144—Findings 1 <br />
