® Stantec
January 27,2021
Neil Doran
Reference: Inadvertent Discovery Protocol for Phase II Environmental Site Assessments at Properties in the City of Stockton,San
Joaquin County,California
1. STOP WORK. If any Stantec, USEPA, Stakeholder, Contractor, or other Site personnel or visitor believes
that he or she has uncovered any cultural resource at any point in the project, all work within 50-feet of the
site of discovery must be immediately halted. The discovery location should not be left unsecured at any time.
The discovery area and a surrounding buffer zone shall be delineated with flagged stakes or yellow or orange
fencing. These stakes shall not be removed until after the USEPA is contacted and clears the area for future
work. The buffer zone established around the discovery area shall be large enough to protect the discovery
area from additional disturbance. Ground disturbing activities may continue outside of the buffer at a distance
not expected to affect or disturb the resources identified at the initial discovery site, or approximately 100 feet
from the discovery area. Work shall not restart at the discovery location(s) until clearance is received from the
USEPA.
2. NOTIFY MONITOR. If there is an archaeological monitor for the project, notify that person. If there is a
monitoring plan in place, the monitor will follow its provisions.
3. NOTIFY THE USEPA PROJECT MANAGER. The Stantec Project Lead will notify the USEPA Project
Officer(PO) in order to evaluate the cultural resources and potential impacts. The USEPA PO will notify the
State Historic Preservation Office (SHPO).
