Sampling and Analysis Plan for <br /> Phase II Environmental Site Assessment <br /> South Pointe Property: 701, 705, 833, 855 West Weber Avenue <br /> Stockton, California <br /> Introduction <br /> May 17, 2021 <br /> 1 .0 INTRODUCTION <br /> 1 .1 SITE HISTORY <br /> The site is comprised of four contiguous vacant waterfront parcels consisting of approximately 9.1 acres <br /> in the City of Stockton (City). The site has a long history of industrial and commercial use dating to at <br /> least 1895 including agricultural materials storage warehouses containing commodities such as grain, <br /> fertilizer, feed, and produce (Wallace Kuhl &Associates [WKA], 2008). Operations at the Property ceased <br /> in the 1980s and the site has been vacant since 1993. <br /> Previous investigations have identified the presence of organochlorine pesticides (OCPs) in shallow soils <br /> along the central portion of the site. An area of petroleum-hydrocarbon impacted soils has also been <br /> identified in the northeastern portion of the site. As detailed herein, vertical delineation of OCP impacts is <br /> incomplete in various portions of the site, and the site has not been assessed for the presence of volatile <br /> organic compounds (VOCs) in soil vapor. This SAP proposes delineation of OCPs in soil at select <br /> locations, and completion of passive and active soil vapor surveys. <br /> Assessment of the site is being funded by the City's United States Environmental Protection Agency <br /> (USEPA) Community-Wide Brownfields Assessment Grant Project(USEPA Cooperative Agreement <br /> Number BF-99T74401-0). Eligibility of the site for use of funding was approved by USEPA Project Officer <br /> Nova Blazej via email on August 29, 2019. The site was specifically approved for completion of a Phase <br /> I/Phase II environmental site assessments (ESAs)as a site with commingled hazardous substance and <br /> petroleum contamination concerns and thereby eligible for use of both hazardous substance and <br /> petroleum funding. <br /> 1 .2 SITE LOCATION AND SAMPLING AREA <br /> The site is owned by the City of Stockton, known as South Pointe, and identified by the addresses 701, <br /> 705, 833, and 855 West Weber Avenue, Stockton, California. Surrounding land use is primarily <br /> commercial. Soil vapor assessment activities will take place across the entirety of the 9.1-acre site, and <br /> assessment of OCPs in soil will be performed at various locations across the approximate east-west <br /> centerline of the Property. <br /> 1 .3 RESPONSIBLE ORGANIZATION <br /> The City of Stockton Economic Development Department (USEPA Brownfield Assessment grantee) has <br /> retained Stantec Consulting Services Inc.
