Prior to performing an HRA , it is strongly recommended that land use agencies/ project proponents develop and submit for District review a health risk modeling protocol that outlines the sources and methodologies that will be used to perform the HRA . This step will ensure all components are addressed when performing the H RA . A development project would be considered to have a potentially significant health risk if the HRA demonstrates that the project - related health impacts would exceed the District ' s significance threshold of 20 in a million for carcinogenic risk , or 1 . 0 for either the Acute or Chronic Hazard Indices . A project with a significant health risk would trigger all feasible mitigation measures . The District strongly recommends that development projects that result in a significant health risk not be approved by the land use agency . The District is available to review HRA protocols and analyses .
