Wastewater Treatment(Table IS-2) <br /> Onsite wastewater treatment system may be permitted in agricultural areas, if General Plan policies <br /> and Development Title regulations are met. <br /> Stormwater Drainage Supply (Table IS-3) <br /> On-site drainage may be permitted in Agricultural Areas. <br /> • The underlying project proposes on-site water, wastewater treatment, and storm drainage. <br /> The Department of Public Works and the Environmental Health Department have determined <br /> that the project area is suitable for on-site services, and the proposed project can meet the <br /> infrastructure requirements of the General Plan. <br /> Findings <br /> Development Title Section 9-807.060 states that the Board of Supervisors shall make several findings prior <br /> to approving a General Plan Map Amendment. (See Attachment F; Findings.) These findings include that <br /> the proposed changes must be consistent with the General Plan and other applicable documents, as well <br /> as be reviewed in compliance with the California Environmental Quality Act. Proposed changes must also <br /> contribute to the public health, safety, and general welfare or benefit the public. <br /> These findings can be made because the proposed General Plan Map Amendment is consistent with the <br /> goals and criteria outlined in the General Plan, and an Initial Study prepared for the project found that no <br /> significant impacts are anticipated that would not be reduced to a less than significant level with attached <br /> mitigation measures as a result of the Administrative Use Permit proposed for the site. <br /> Facility Operations <br /> The project is proposing two work schedules. The first schedule is year-round, and will include an 8-hour <br /> shift, 5 days a week, with approximately 3 employees per day and 1 truck trip per week. The second <br /> schedule is seasonal for 12 weeks out of the year and will employ approximately 75 additional employees. <br /> The applicant anticipates most of the seasonal employees will carpool to work, resulting in approximately <br /> 30 additional employee vehicles accessing the site during this time. Approximately 5 truck trips are <br /> anticipated on a weekly basis during the processing and packaging season. Additionally, the project <br /> includes 192 parking spaces for seasonal parking along East Pine Street. <br /> The project proposes access from a driveway entrance along East Pine Street. The applicant states that <br /> approximately 75% of the proposed building will be utilized for fruit processing, while 25%will be rented to <br /> a third party for storage of produce containers. There is an existing agricultural processing facility on an <br /> adjacent parcel to the west(APN:049-120-65)that will likely rent this space; however,the proposed project <br /> will operate as an independent facility. <br /> Central Valley Regional Water Quality Control Board <br /> Central Valley Regional Water Quality Control Board (CVRWQCB) Waste Discharge Requirements Order <br /> R5-2021-0063 permits the fruit processing plant on the adjacent parcel to the west(APN:049-120-65, noted <br /> above) to discharge process wastewater onto an 8-acre portion of the project parcel (APN: 049-120-04), <br /> as depicted below: <br /> Planning Commission Staff Report, PA-2200090, PA-2100295 (GP, SA) 6 <br />
