The legal requirements were <br />enacted through Senate Bill 989 <br />(Chapter 812 of 1999). Here is a <br />summary of some of the new re- <br />quirements that will affect UST <br />owners/operators in San Joaquin <br />County: <br />• Under -Dispenser Containment <br />USTs that were installed after July 1, <br />1987 without under -dispenser con- <br />tainment and are within 1000 feet of a <br />public drinking water well must in- <br />stall under -dispenser containment by <br />July 1, 2001. All others must install <br />under -dispenser containment by De- <br />cember 31, 2003. <br />• Secondary Containment Testing <br />All systems installed prior to January <br />1, 2001 must have periodic secondary <br />containment testing every 36 months. <br />The first test must be conducted by <br />January 1, 2003. If the secondary <br />containment cannot be tested it must <br />be replaced with a system that can by <br />December 31, 2002. <br />• Annual Inspections of UST <br />Systems <br />Effective on January 1, 2000 the local <br />agencies must inspect every UST sys- <br />tem at least annually. The Environ- <br />mental Health Division is requesting <br />that you contact your inspector at <br />least 48 hours in advance of your re- <br />quired annual monitoring system cer- <br />tification so that the inspection can be <br />conducted at the same time. <br />For more infor- <br />mation on the <br />above require- <br />ments or other <br />UST require- <br />ments, contact <br />your CUPA in- <br />spector. <br />Aboveground' <br />Storage Tanks <br />(AST) , <br />The Aboveground Petroleum <br />Storage Act became effective <br />January 1, 1990. Facilities <br />which store petroleum in a sin- <br />gle tank greater than 660 gal- <br />lons or in tanks and containers <br />with a cumulative storage ca- <br />pacity greater than 1,320 gal- <br />lons are subject to the Act. In <br />general, the Act requires own- <br />ers or operators of ASTs to file <br />a storage statement, pay a fa- <br />cility fee and prepare and im- <br />plement a federal Spill Preven- <br />tion Control and Countermea- <br />sure (SPCC) Plan. <br />The Regional Water Quality <br />Control Board (RWQCB) is the <br />enforcement agency for this <br />program, but your CUPA in- <br />spector may check to see if you <br />have an SPCC Plan. For more <br />information, contact the Cen- <br />tral Valley RWQCB at 916- <br />255-3000 or your CUPA inspec- <br />tor. <br />.................. <br />DID YOU KNOW? <br />The San Joaquin County En- <br />vironmental Health Divi- <br />sion's CAREing Ideas Com- <br />mittee recently hosted a <br />canned food drive contest. <br />The food drive raised over <br />500 pounds of food for local <br />emergency shelters and food <br />banks.
