f. ACCESS AND CIRCULATION: The following requirements apply and shall be shown on the Site <br /> Plan: <br /> 1. Access driveways shall have a width of no less than 25 feet for two-way aisles and 16 feet for one- <br /> way aisles, except that in no case shall driveways designated as fire department access be less <br /> than 20 feet wide. (Development Title Section 9-1015.5M [f][1]) <br /> g. LIGHTING: Lighting shall be provided and comply with the following: <br /> 1. Parking area is to be used at night,parking lot and security lighting shall be installed.(Development <br /> Title Section 9-1015.5M [g]) <br /> 2. Any lighting shall be designed to confine direct rays to the premises. No spillover beyond the <br /> property lines shall be permitted except onto public thoroughfares, provided, however, that such <br /> light shall not cause a hazard to motorists. (Development Title Section 9-1015.5M [g][4]) <br /> h. LANDSCAPING: Landscaping shall be provided and comply with the following MH Design Review <br /> manual as adopted and modified: <br /> 1. This project will be required to comply with the Model Water Efficient Landscape Ordinance <br /> requirement per the California Code of Regulations, Title 23, Division 2, Chapter 2.7. <br /> i. CONSTRUCTION NOISE: The following combination of measures shall be implemented during <br /> construction: <br /> 1. Construction shall be restricted to the hours of 6:00 AM to 8:00 PM on weekdays. Extended hours, <br /> which may include Saturdays, and Sundays may be allowed through prior notice to adjacent <br /> residents and landowners, and prior approval of the MHCSD for infrastructure construction and <br /> CDD for building permits. <br /> 2. All internal combustion engines shall be equipped with exhaust mufflers that are in good condition <br /> and appropriate for the equipment. <br /> Timing: Prior to issuance of building permits <br /> j. FINAL MAP DIGITAL FILE: A digital file of the fire station site and building shall be submitted to the <br /> Community Development Department. The digital file format shall be consistent with requirements of <br /> the Community Development Department GIS division. Timing:condition shall be met prior to approval <br /> of building permit. <br /> k. PRECONSTRUCTION SURVEYS AND INCIDENTAL TAKE AVOIDANCE MEASURES: A <br /> preconstruction survey consistent with the requirements of SJMSCP, Master Plan Appendix 7-C and <br /> protocols established by State and Federal Wildlife Agencies shall be conducted within two calendar <br /> weeks prior to ground disturbance to cover kit fox as well the remainder of the covered species. The <br /> pre-construction surveys shall be conducted by a qualified biologist. All applicable Incidental Take <br /> Avoidance Measures described in Section 5.2 of the SJMSCP and the preconstruction surveys shall <br /> be implemented. <br /> Timing: Prior to issuance of grading permits. CONSTRUCTION/GRADING ACTIVITIES: If, during any grading activity or construction, subsurface <br /> archaeological features are uncovered anywhere within the project site, work shall be immediately <br /> halted in the vicinity of the find and a qualified archaeologist shall be consulted for an onsite evaluation. <br /> Such evaluation may entail archaeological test excavation and/or mitigative data recovery. The County <br /> Coroner, the Native American Heritage Commission, and an archaeologist shall be informed and <br /> consulted if a human prehistoric burial site is discovered during site construction.
