SAN J 0 A Q U 1 N Environmental Health Department <br /> U ; i y 1 Iii <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> MORADA PRODUCE 500 N JACK TONE RD, STOCKTON December 14, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 601 CCR 66262.34(d)Stored hazardous waste onsite greater than 180 days(90 days acute/extremely). <br /> OBSERVATION: The facility had only one used oil pick-up between 9-14-19 and 12-2-2022 indicating both 55 <br /> gallon containers of used oil were stored on-site greater than 180 days. <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66262.34. <br /> CORRECTIVE ACTION: Provide statement demonstrating that all the hazardous waste will not be stored on site <br /> greater than 180 days in compliance with Title 22 California Code of Regulations. <br /> This is a repeat violation, Class II. <br /> 608 CCR 66266.130 Failed to properly manage used oil filters or fuel filters. <br /> OBSERVATION: This facility generates drained used metal oil or fuel filters. A complete three year bill of lading <br /> record for used filter recycling was not observed during the inspection. <br /> REGULATION GUIDANCE: <br /> Persons generating,transporting, or receiving used drained metal oil or fuel filters shall use a bill of lading to record <br /> the transfer of used filters. Bills of lading must indicate generator,transporter, and receiving company names, <br /> addresses,telephone numbers,the quantity and size of used filter containers transferred, and the date of transfer. <br /> A copy of each bill of lading must be kept on the premises of the generator,transporter, and receiving facility where <br /> the used filters were handled. Copies of bills of lading shall be kept for a period of three years. <br /> CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found. Used, <br /> drained, metal filters not stored, handled and disposed of according to this section are regulated as hazardous <br /> waste. Provide a corrective action statement, bill of lading recycling records and supporting documentation to the <br /> San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Conducted a Hazardous Waste inspection. There were two violations during the inspection. Complete and <br /> submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the <br /> corrective actions that have been or will be taken for each violation, and any supporting paperwork, by <br /> 1/13/2023. <br /> Wastes generated by this facility: <br /> -Used Oil <br /> -Used Oil Filters <br /> Note: <br /> Discussed the option for conditionally exempt small quantity generator with the facility.
