FINDINGS FOR SITE APPROVAL <br /> PA -2200250 <br /> SAN JOAQUIN DELTA COLLEGE / NEW CINGULAR WIRELESS PCS , LLC , DBA AT& T MOBILITY <br /> 1 . The proposed use is consistent with the goals , policies , standards , and maps of the General Plan , any <br /> applicable Master Plan , Specific Plan , and Special Purpose Plan , and any other applicable plan adopted <br /> by the County . <br /> • This finding can be made because the proposed use , a telecommunications tower, is located <br /> in the AU -20 ( Urban Agriculture — 20 -acre minimum ) zone , and the Communication Services = <br /> Type II use type may be conditionally permitted in this zone with an approved Site Approval <br /> application . The project site has a General Plan designation of R/ L ( Low Density / Residential ) <br /> and the AU - 20 zone is an implementing zone for this designation . The proposed tower <br /> extension is consistent with the goals , policies , standards , and maps of the General Plan , and <br /> there are no Master Plans or Special Purpose Plans applicable to this site . <br /> 2 . Adequate utilities , roadway improvements , sanitation , water supply , drainage , and other necessary <br /> facilities have been provided , and the proposed improvements are properly related to existing and <br /> proposed roadways . <br /> • This finding can be made because there are no new utility improvements required . The <br /> proposed project of a 101 -foot-tall , unmanned telecommunications tower and associated <br /> equipment within a 900 square foot lease area tower and will not impact existing public <br /> utilities . This project will not require the use of public water , sewer , or storm drainage , nor <br /> are private services required for this use . The project site will be accessed along an <br /> easement across APN 197 -020 -07 from E . Lathrop Road , Manteca . <br /> 3 . The site is physically suitable for the type of development and for the intensity of development . <br /> • This finding can be made because the parcel is of adequate size and shape to accommodate <br /> the proposed use , building coverage , setbacks , and other requirements of the Development <br /> Title . The parcel can accommodate the use of the telecommunications facility and the <br /> associated ground equipment within the existing lease area . <br /> 4 . Issuance of the permit will not be significantly detrimental to the public health , safety , or welfare or be <br /> injurious to the property or improvements of adjacent properties . <br /> • This finding can be made because it was determined that the project will not be detrimental <br /> to the Public Health . A Notice of Exemption from CEQA ( California Environmental Quality <br /> Act ) will be filed . The telecommunications tower must comply with Federal Communications <br /> Commission regulations regarding radio frequency emissions . <br /> 5 . The use is compatible with adjoining land uses . <br /> • This finding can be made because the proposed use may be conditionally permitted in the <br /> AU - 20 zone with an approved Site Approval application . The proposed use will not interfere <br /> with nor alter the current land uses on adjoining properties . The adjacent surrounding <br /> parcels are primarily agricultural with scattered residences . <br /> PA - 2200250 — Findings 1 <br />
