The project site abuts the Stockton <br /> city limits and is located within the City ' s sphere - of- influence . The Envision Stockton 2040 6 <br /> General Pian designates the subject site as Administrative Professional , and the proposed <br /> truck parking land use is inconsistent with the City ' s General Plan land use designation of <br /> Administrative Professional . <br /> Should the County take action to approve the project application , the subsequent <br /> establishment of a truck parking business as described in the referral would result in a <br /> non - conforming land use -- and would harm the City by restricting opportunities to <br /> implement the General Plan — upon future annexation of the site to the City .
