Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />December 22, 2022 <br /> Facility Address: <br /> 18300 S Harlan Rd, Lathrop <br /> Facility Name: <br /> THE HOME DEPOT DISTRIBUTION CENTER <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br />OBSERVATION: The following hazardous materials found on site have not been reported to the California <br />Environmental Reporting System (CERS): <br />1. Approximately 1,500 gallons of diesel fuel stored in two emergency generators outside the north side of the <br />building. <br />2. Approximately 9,000 gallons of liquefied hydrogen in an aboveground tank in the northeast corner of the <br />property. <br />REGULATION GUIDANCE: Any material that meets or exceeds the reportable quantity shall be reported in the <br />facility's business plan. <br />CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for <br />approval. <br />This is a repeat violation, Class II. <br /> 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. <br />OBSERVATION: The site map is incomplete, missing the following items: <br />1. Hydrogen tank in the northeast corner of the property. <br />2. There are two "AST" labels on the map but no aboveground storage tanks in these locations. <br />3. Two labels "GEN" don't indicate that diesel fuel is stored at these locations. <br />4. Liquefied Petroleum Gas (LPG) container storage outside bays 105 and 184. <br />5. Forklift battery storage north of the hazardous waste storage area. <br />REGULATION GUIDANCE: A site map shall contain a north orientation, loading areas, internal roads, adjacent <br />streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous <br />material handling and storage areas, and emergency response equipment. <br /> If a site map element is not applicable for your facility then list it on the map and label as “NA". <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a repeat violation, Class II. <br />FA0015750 PR0523321 SC001 12/22/2022 <br />EHD 19-01 Rev. 12/06/2021 Hazardous Materials Program OIRPage 2 of 4 <br />1868 E.
