Contact the local fire department , the San Joaquin Valley Air Pollution Control District , and the <br /> San Joaquin County Community Development Department for any applicable permits and <br /> requirements . <br /> 2 . Any changes in information and scope of work must be submitted to EHD for approval prior to <br /> commencing work . All new addenda supersede the previous ones . <br /> 3 . Provide written notification to ust _ sigov . org to arrange the following appointments (a 48- hour <br /> notice is required for inspection appointments) . <br /> a . Secondary piping test : Soap test of all piping and penetrations (vapor recovery) , and <br /> pressure test , in accordance with manufacturer specifications . <br /> b . Since concrete will be broken near the 87 fill sump , a secondary containment test must <br /> be performed on the 87 tank once concrete is poured in accordance with the <br /> manufacturer' s guidelines . <br /> 4 . Secondary containment testing for the vapor recovery piping is required six months after <br /> installation . Provide 48 hours notification to the EHD when this test is scheduled . <br /> 5 . Any individual performing the work of a service technician must meet the following <br /> qualifications : <br /> a . Possess or be employed by a person who possesses one of several permissible valid , <br /> current contractor' s licenses issued by the Contractors State License Board ( may be <br /> issued to the installation company) , or a Tank Tester' s license issued to the individual by <br /> the State Water Board <br /> 1868 E .
