Saetern, Kristina Gaen [EHD]
From: Saetern, Kristina Gaen [EHD]
Sent: Tuesday, August 22, 2023 11:41 AM
To: thickman@ups.com
Subject: RE: PR0231522 - 1532 N Broadway
Attachments: Photos.pdf, SR0082977 - UPS Broadway.pdf
Hi Tara,
This Monitoring System Certification that was conducted on 5/25/2023 was received and will not be accepted. This is
because the Monitoring System Certification listed the Leak Detector as VMI 99LD2000. While on site, a Red Jacket FXIV
was observed on site. This was confirmed by the technician on site. I had attached photos that was obtained during the
inspection. Please have the technician/company verified and revised the Monitoring System Certification with the
correct leak detector.
Additionally, your facility has an open service request SR0082977 that needs additional inspections and needs updated
documents. An amended inspection report that was emailed to jmtrios@ups.com, sam.colgan@arcadis.com and Rudy
Vasquez rvasquez@americaintegrated.com on 1/5/2023. 1 had attached the amended service request for your review.
The service request was initially approved for the FE Petro. Please submit an updated scope of work, parts list, cut
sheet for the Red Jacket leak detector, and certification for the installer who did the work.
You can find the required inspection appointments in section#3. Please clarify if these inspections were conducted. See
the list below:
3. Provide written notification to ust@sigov.org to arrange the following appointments (a 48- hour notice is required for
inspection appointments).
a) Leak detector test: Leak detector must be tested ton confirm that the device can detect a leak of 3 gallons per
hour at 10 psi.
b) Overfill prevention verification: Measurement of drop tubes to verify 95%tank volume shut off. (Conducted on
02/06/2023 &02/09/2023) Send the test results
c) Primary piping test: Soap test of new piping and penetrations, and one-hour pneumatic pressure test, in
accordance with manufacturer installation instructions.
d) Corrosion protection: Verify corrosion protection for direct bury spill bucket prior to backfilling. (Conducted on
02/02/2023)
e) Spill bucket test: Verify minimum 5-gallon capacity and pass a one hour hydrostatic test or equivalent), after
concrete is set. Proper drainage must also be verified. (Conducted on 02/06/2023 &02/09/2023) Send the test
results.
f) Since concrete will be broken near the tank, a secondary containment test must be performed on the tank once
concrete is poured in accordance with the manufacturer's guidelines.
Please let me know if you have any questions.
Best regards,
Kristina Saetern
Environmental Health Specialist
San Joaquin County Environmental Health Department
