SCOPE: <br /> The Emergency Operations Plan supports the mission of Doctors Hospital of <br /> Manteca by assuring the provision of a plan of care in the event of an internal or <br /> external disaster. The plan outlines the process Doctors Hospital of Manteca utilizes <br /> to prepare employees in response to any disaster. <br /> II. PURPOSE: <br /> The purpose of Doctors Hospital of Manteca (DHM) Emergency Operations Plan <br /> (EOP) is to outline procedures utilizing the Hospital Incident Command System <br /> (HICS) during times of emergency. This plan will provide the flexibility needed to <br /> respond to small or large emergency situations. The San Joaquin County Hazard <br /> Vulnerability Analysis has identified the agricultural emergencies, flood emergencies, <br /> hazardous materials emergencies, weather emergencies as major hazards that <br /> present a realistic threat to health and safety. Earthquake vulnerability is derived <br /> from locations at high risk in close proximity to fault lines. Other natural or manmade <br /> disasters that could impact the facility include fires, explosions, air, rail, water <br /> accidents, transportation accidents, terrorists' attacks, war or any extraordinary <br /> catastrophic event. A disaster or Mass Casualty Incident (MCI) is defined as a <br /> situation where there are sufficient numbers of ill or injured patients whereby the <br /> normal capabilities of the hospital will be overwhelmed. Determination of a disaster <br /> rests primarily with the local and/or State Emergency Services agency, the hospital <br /> administrator, or the next person int the chain of command. <br /> III. GOALS: <br /> The Plan provides through the hospital,s policies, procedures, and processes, the <br /> means for accomplishing the following objectives: <br /> A. To implement specific procedures in response to a variety of disasters based <br /> on a hazard vulnerability analysis completed yearly by the Emergency <br /> Management Task Force. <br /> B. The hospital establishes the following with the community: <br /> 1.
