SANJOAQUIN <br /> Environmental Health Department <br />—COUNTY— <br />Greothe r,rrn here <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: OBABA SEAFOOD INTERNALTIONAL Date: Feb 24, 2022 <br />RP Mailing Address: Record ID#: CO5BHIC6N <br />Program Element: 2546 <br />Spill Location: 0 N HVVY 99 , LODI Release/Spill Response (excluding Joint Team) <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />5-gallons of diesel leaked out of truck as a result of a vehicular accident on northbound Highway 99, south of Woodbridge <br />Road. <br />OBSERVATIONS: <br />On Friday, February 18, 2022 the San Joaquin County Environmental Health Department (EHD) received a call regarding a <br />10-gallon diesel spill northbound highway 99, south of Woodbridge Road. At the time of the call, the diesel spill was not <br />contained and was continuously leaking. <br />EHD arrived on site on February 18, 2022 and met with Robert Shanks, CalTrans Stormwater Coordinator/HazMat Tech <br />and CHP Sergeant, Kyle Plant and asked details on the spill. The truck rear-ended 2 cars, hit the guard rail in the <br />center-divide and tipped on its side. The fuel tank was still fairly full and was towed away with the fuel in the tank. The truck <br />was towed away by Lodi Heavy Haul & Tow. After the amount of fuel that was left inside of the tank was assessed, <br />approximately 5-gallons of diesel leaked out of the diesel tank instead of the 10-gallons originally reported. The truck was <br />laying sideways on the diesel tank side causing the diesel to leak out. At the time of the accident, no injuries or exposures <br />were reported to EHD. No storm drains or waterways were impacted as a result of the spill. CalTrans replaced the guard rail <br />and the area has been conned off by CalTrans. The spill occurred in the bushes of the center-divide going northbound on <br />highway 99 just before Woodbridge Road exit. Received a phone call from Ray Henry of RAH Environmental that they will <br />be conducting clean-up. USA dig was scheduled for Monday, February 21, 2022. Clean up has not been completed as of <br />Thursday, February 24, 2022. <br />Please be advised that the disposal of any waste [HSC 5411] or disposal of any hazardous waste, or the causing thereof, is <br />prohibited when the disposal is at a facility that is not permitted or authorized for hazardous waste disposal. [HSC <br />25189.5(a).]. Please be aware that all hazardous waste shall be disposed of under appropriate hazardous waste manifesting <br />procedure [HSC 25160 (b)(3)]. <br />Facilitate spill cleanup by properly trained individuals, provide hazardous waste determinations and waste/hazardous waste <br />disposal records for impacted material to the EHD. <br />Notice to abate was emailed to Richard Thai, Operations with Obaba International Corporation on Thursday, February 24, <br />2022. <br />VIOLATIONS: <br /> <br />Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br /> <br />WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE EHD 25-01 Rev. 9/16/2020 Pagel of 2 <br />1868 E.
