Complaint Investigation Summary Report #. 5105 <br />COMPLAINT ID: COCJOV641 Site Location: EXTENDED STAY AMERICA - 2844 W MARCH LN, STOCKTON <br />Activity Summary <br />Activity Date Recorded by <br />11/11/2022 12:00 AM - 1:36 AM PRESTO <br />EHD arrived on site at approximately 12:45am on November 11, 2022 to inspect <br />the release. Absorbent sand was observed around the pick up truck on the side of <br />the storm drain. Looked down the storm drain and observed liquid inside flowing in <br />the west direction. Walked to the next storm drain in the parking lot in west <br />direction but no liquid was observed in that storm drain. Went inside the hotel to <br />speak with a manager and spoke with staff who stated there was not a manager <br />there but provided the phone number for Gloria Guzman who is the new manager. <br />The staff member stated she comes into work in the morning <br />Texted Brian Toledo to see if he had an email address for Extended Stay as staff <br />on site when I was there did not know any email addresses. <br />8:30 AM - 9:30 AM <br />Received email address from Brian Toledo. Generated complaint. Typed <br />inspection report. Emailed to Gloria Guzman, General Manager for Extended Stay <br />America - Stockton (SML©extendedstay.com, 209-472-7588). Called and spoke <br />with Gloria, she is working on getting a clean up company today. Informed her to <br />let me know when they are conducting clean up so EHD can verify final clean up <br />and disposal. <br />4:54 PM - 4:54 PM <br />Received update form Bryan Toledo that a clean up company has been contracted <br />by corporate Extended Stay America but Gloria does not know who it is, he <br />believes they did not pick form the clean up company list he provided to them and <br />is concerned about proper hazardous waste handling. He said they will be on site <br />and would like me to be on site to help assess validity of hazardous waste <br />company. Let him know I will be there. Received a page and let him know I will be <br />on site after my other spill visit. <br />Received text from Bryan that the company is running late. Received call from <br />Bryan that the company hired ended up being Patriot but they did not bring a jetter <br />to clean the storm drain. He will let me know when they will be ale to arrive with <br />correct equipment to clean out the storm drain. Received text from Bryan that they <br />will be back tomorrow at 7:30am and Brian Uribe will be on site instead of him. <br />11/12/2022 Arrived on site for final clean up and met with Brian Uribe, Sr. Environmental <br />Control Officer, Miguel Fierros, Northstar Supervisor (representative for Extend <br />Stay America), and Brandon Ecks, Supervisor with Patriot Environmental. <br />Additional absorbent was placed on the asphalt and swept. The asphalt was then <br />pressure washed into the storm drain. The debris at the bottom of the both <br />affected storm drain and further storm drain was shoveled out and placed into a <br />55-gallon drum, The lines were then pressure washed all the way through, storm <br />drain to storm drain, three times from each side, total of six times. The pipe <br />connecting both storm drains were a green pipe that per Brian, probably does not <br />absorb diesel like a concrete pipe would. The storm drains were pressure washed <br />until no more diesel odor could be observed. The affected storm drain was <br />pressure washed. A vacuum was connected throughout the pressure washing <br />process to suction the liquid and debris into tank. The asphalt around the further <br />storm drain was also pressure washed into the storm drain. The bottom and walls <br />of both storm drains were also pressure washed and vacuumed. A total of seven <br />55-gallon drums of waste was generated from the clean up. Six drums of <br />non-RCRA hazardous waste diesel contaminated liquid and one drum of diesel <br />contaminated solid. Wastes will be taken to Heritage-Crystal Clean LLC (1620 E <br />Brondage Ln, Bakersfield, CA - CAL000282598) under the Extend Stay America <br />temporary EPA ID number CAC003203958. <br />(7:00 AM - 11:36 AM) <br />PRESTO <br />5105. rpt <br />Page 2 of 3
