SAN ,JOAQUIN <br /> Environmental Health Department <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: WEST BOUND 1-580 Date: 06/20/2022 <br />Address: 0 W1-580 , TRACY <br />Owner/Operator: CALTRANS Telephone: (209) 483-3088 <br />Program Element: 2546- RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: COF5SJNHO <br />Responsible Party Contact: <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />Semi truck overturned and released coolant and hydraulic oil into the shoulder of 1-580 between Patterson Pass Rd off ramp <br />and on ramp. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />COMMENTS AND OBSERVATIONS <br />On June 20, 2022 San Joaquin County Environmental Health (EHD) received a spill report regarding an overturned <br />semi-truck that released 20-gallons of diesel. EHD arrived on site and met with Juan Armendarez, Caltrans District Hazmat <br />Manager. Per Juan, the driver stated that he pushed the brakes and turned into the left shoulder overcorrected which caused <br />the truck to overturn. Upon EHD arrival the truck was already placed right side up by the towing company, All Star Heavy and <br />Haul Towing. The truck was on the hill in the right shoulder. Liquid was observed under the truck but both diesel fuel tanks <br />were intact. Per the towing company, the release appears to be hydraulic oil and coolant. The driver was on site and had <br />some shoulder pain and scratches on his arm. All Environmental Services was hired to conduct clean-up. EHD witnessed <br />clean-up. The impacted dirt in the shoulder was excavated and placed into 55-gallon drums. The impacted asphalt was <br />cleaned with absorbent sand. Seven 55-gallons of drums were generated and will be hauled as hazardous waste. Clean-up <br />has been completed. <br />Please provide EHD a copy of the disposal records for the waste generated from the spill clean-up. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
