Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COPOYHLBX Site Location: 8925 THORNTON RD, THORNTON, CA <br />Activity Summary <br />Activity Date Recorded by <br />11/12/2021 Called Tua Lino, Project Manager to check in on clean up process. The phone PRESTO <br />number was incorrect. Called Fremouw Environmental to get Tua's phone <br />number. Received the correct number and called Tua. Per Tua, clean up just <br />completed. Provided afterhours inspector contact information in case he needs to <br />contact them. Informed him afterhours inspector will arrive to verify clean up. <br />11/12/2021 Site visit on 11/12/2021 in response to spill report received for 15-gallons of red <br />dye diesel discharge. Fremouw Environmental Services was on site upon arrival. <br />Met with Tua Lino, Project Manager with Fremouw Environmental. Walked with <br />him and looked inside both catch basins, the 3 interceptor sumps and the storm <br />drain in the middle of Walnut Grove. The western catch basin was the only sump <br />that appeared to be impacted from the spill. The eastern catch basin contained a <br />small amount of liquid but no sheen or odors. The first interceptor sump, furthest <br />from the storm drain, had a small amount of sheen but no sheen was observed in <br />the other 2 interceptor sumps closest to the storm drain. Per Tua, based on the <br />connections of the catch basins and his observations, he does not believe the <br />sheen observed in the first interceptor sump is related to the spill. The storm drain <br />bottom was wet but sheen or odors were not observed. <br />Absorbent sand was observed around the concrete tank pad around dispenser 7A <br />and dispenser 6 toward western catch basin. Absorbent sand was also observed <br />going toward the eastern catch basin but did not reach it. Both catch basins had <br />absorbent booms placed around it. Staining is still visible around the tank pad and <br />around the western catch basin. Per Tua, the concrete will be power washed, the <br />catch basins will be jetted and the liquid from the jetting will be vacuumed up and <br />will not reach the storm drain or the interceptor sumps. All waste will be hauled <br />away by Fremouw Environmental Services. The fueling station has been taped off <br />with cones and caution tape and the entrance and exit to facility have been <br />blocked with cones and caution tape. Fremouw Environmental is awaiting another <br />truck to begin the clean-up process. <br />Notice to abate emailed to Lauren Takos, EHS Manager laurent@ramosoil.com <br />Advised Tua to call me when clean up has been or will soon to be completed. <br />11/12/2021 Met with Tua Lina of Fremouw Environmental at the site location. All impacted <br />areas have been pressure washed. Oil staining, sheen, and odors were not <br />observed on the concrete tank pad, asphalt, or inside the catch basins. Per Tua, <br />approximately 830 gallons of rinseate was vacuumed into Fremouw's truck and <br />will be transported to Fremou's facility at 6940 Tremont Rd, Dixon, CA 95620. Per <br />Tua, the rinseate will be disposed as non-RCRA hazardous waste and transported <br />to Heritage - Crystal Clean LLC at 1620 E Brundage Ln, Bakersfield, CA 93307 <br />within 10 days (manifest #123160239). Tua stated he was unsure where the <br />used/oily absorbent has been placed. Per Tua, he was informed that the facility <br />will place all used absorbent booms and absorbent sand into hazardous waste <br />drums.
