Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COSQK3GQN Site Location: 1805 HARBOR ST, STOCKTON <br />Activity Summary <br />Activity Date <br />03/18/2022 <br />Recorded by <br />Called Robert Mentelos (Penny Newman Grain, Terminal Manager - PRESTO <br />209-482-6919) to verify if was okay to visit the facility. Per Robert, yes and if he is <br />not on site, I can meet with Tyler Coons (Terminal Manager Assistant - <br />209-471-6660). He stated that US Ecology is currently on site conducting clean <br />up. Arrived on site and met with Tyler. Walked with Tyler around the dock. <br />Observed the hard booms deployed around the ship. Observed sausage booms <br />and oil absorbent pads in the delta. US Ecology was cleaning the molasses hose <br />and side of the ship. Oil sheen was observed in the hard boom contained area of <br />the delta. Left site. <br />Called Ian Meadows (GAC North America - Shipping, Port Manager - <br />415-509-2343, ian.meadows@gac.com) to get a contact person for the equipment <br />company ProLiquid, Ian added Thomas Haug (Response Manager - Witt O'Briens <br />- thaug@wittobriens.com) into the call. Thomas mentioned that the oil may be <br />non-hazardous vegetable based oil. Asked for them to provide proof of the oil in <br />the tanker booster as non-hazardous. Asked if they are aware how waste <br />generated will be disposed of. They are not sure. Thomas and Ian provided a <br />contact for ProLiquid (Justin, Operations at ProLiquid - 346-340-0940, <br />ops@pro-liquid.com). He is based in Singapore. Called Justin to ask about type of <br />oil in the ProLiquid booster pump and for an email address to send inspection <br />report to. He stated he doesn't understand why I was asking him what type of oil is <br />used in their machines and how the is relevant to the clean up. Then requested I <br />don't contact him and only contact the agents (Ian Meadows). Called and left Ian a <br />voicemail informing him that Justin requested I only work through the agents. Ian <br />left me a voicemail with the SDS information regarding the oil inside of the booster <br />pumps. Searched the SDS. Discussed with program coordinator. Checked in on <br />the clean up status at the facility, per Tyler, the clean up has been completed. <br />Arrived on site and met with Tyler who said Brandon (Penny Newman Grain - <br />Compliance) will walk with me around the dock as he also needs to take photos of <br />the clean up. Walked to the hard boom reel. The hard boom has been full reeled <br />back and put away. All the sausage booms and absorbent booms have been <br />removed. Oil is observed in the water. Spoke with Duncan Viehman (Surveyor for <br />BW Cougar). Asked him about the oil. Walked with him and Brandon to Jose (US <br />Ecology, Supervisor) who said they recovered all the oil they can and Cody <br />Campbell (US Ecology, Marine Ops Manager NorCal - 510-821-0198, <br />cody.campbell@usecolgy.com) has been in contact with the Coast Guard and they <br />approved all their clean up processes. Cody is no longer on site. Spoke with other <br />US Ecology technicians on site, the waste generated will be sent as non-RCRA <br />hazardous waste to Potrero Hills. Approximately 5 cubic yards of waste was <br />generated. Left facility. <br />Discussed with program coordinator situation. Called Cody who said the coast <br />guard approved everything and texted me photos of the before and after of their <br />clean up. I texted him photos of the sheen I was referring to. He also said he <br />spoke with the coast guard who approved it, he was in contact with the duty officer <br />at the time but they may have already changed shifts. Called the cost guard who <br />provided me 2 numbers that don't reach to anyone. Received another call from <br />Cody who said what I may be seeing is organic sheen. He said he sent Jose back <br />to to the facility to verify nothing was missed. <br />5105. rpt Page 2 of 3
