SAN JOAQUIN <br /> <br />Environmental Health Department <br />'t⢠COUNTY <br />, <br />larPdfileSS 9 Time In: <br />Time Out: <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: GAC SHIPPING Date: 03/18/2022 <br />Address: 1805 HARBOR ST, STOKCTON <br />Owner/Operator: Telephone: <br />Program Element: 2546 - RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: COSQK3GQN <br />Responsible Party Contact: IAN MEADOWS <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />San Joaquin County Environmental Health Department received a report of approximately 15-gallons of hydraulic oil <br />released from a booster pump aboard tanker vessel (BW Cougar). The oil flowed onto the vessel deck and down the side of <br />the vessel into the delta. The pump was shut off and booms and absorbent pads were deployed. US Ecology has been <br />called to facilitate clean-up. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />NOTES <br />On Thursday, March 18, 2022, at approximately 1:17am, the San Joaquin County Environmental Health Department (EHD) <br />received a page regarding a hydraulic oil spill in the delta. Called the reporting party who stated that release occurred while <br />the facility receiving a shipment of molasses from the tanker vessel, BW Cougar. The molasses was being transferred to the <br />shore tanks with a vessel booster to assist transfer of this liquid. The Pro Liquid vessel booster broke at the manifold spraying <br />oil down the 8-inch hose, down the vessel side and into the water. The vessel booster is a high pressure device and the oil <br />sprayed up into the air and across on to their machine on the dock. The vessel booster was able to be shut off right away. <br />Hard booms were deployed to contain the oil and prevent it from spreading. Oil pads and sausage booms were also placed to <br />absorb the oil. According to reporting party, approximately up to 15-gallons of oil could potentially have been released into the <br />water. Later in the morning at approximately 9:00am, EHD visited the site to observe current status of the release. Hard boom <br />was observed deployed around the entirety of the vessel to contain the release. Sausage booms and oil absorbent pads were <br />observed throughout the area contained inside of the hard boom. Sheen was observed in the water at both ends of the dock. <br />US Ecology was on site conducting clean-up of the vessel deck, vessel side and hose from the molasses transfer. EHD left <br />facility. Received a phone call from the vessel representative agents that that the hydraulic oil was actually a vegetable oil (Bio <br />Fleet Hydraulic Fluid ISO-46, manufactured by Renewable Lubricants). Received Safety Data Sheet from agent. Received <br />notification that the clean-up has been completed, returned to facility to verify clean-up. US Ecology generated approximately <br />5 cubic yards of waste which will be disposed of at Portero Hills Landfill. Sheen was observed in the water but was explained <br />to EHD by US Ecology that it is not the released oil but is organic sheen from the natural vegetation of the delta. No sheen in <br />the water was observed from the spill. Oil absorbent pads were shown to EHD over the sheen to show that the organic sheen <br />does not get absorbed by the oil absorbent pads or sausage booms. Clean up has been completed. <br />Please provide EHD a copy of the disposal records for the waste generated from the spill clean-up. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
