<br />SAN JOAQUIN Environmental Health Department <br />—COUNTY— <br />GrentfcS Time In: <br />Time Out: <br /> <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: UNION PACIFIC CORPORATION Date: 03/10/2022 <br />Address: 0 MP 98.6, STOCKTON <br />Owner/Operator: Telephone: <br />Program Element: 2546- RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: COVZOAEXI <br />Responsible Party Contact: MIKE ALGOTS <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />RP states, freight train # QKEBCJ of the 7th with the leak locomotive # of BNSF 4686, hit an unoccupied vehicle on the <br />tracks. Lead locomotive is leaking diesel fuel due to the collision. Unknown amount of diesel being released from the <br />locomotive but RP states that there is a lot of diesel that has been released possibly totaling 3000 gallons. Report was called <br />in at 0147 PST to Union Pacific and RP advised, release occurred upon impact. The release is still on going. RP states, that <br />the diesel is leaking onto the tracks. No waterways impacted. Single main line on MP 98.6 has been closed. It is unknown <br />who is doing the clean up. <br />The Reporting Party called to update the quantity released to 5 gallons. The release impacted the ballas. No waterways <br />impacted. The release has been stopped. No further update at this time. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />NOTES <br />On site to confirm clean-up for Cal OES Control#:22-1363, 5 gallons of diesel released into the gravel next to the rail road <br />track. Clean up site observed on the north site of Hammer lane near Astor Dr. in Stockton Ca. Spill occurred on the east side <br />of the track Observed no oil stains on the ground or gravel near the rail road tracks. Could not confirm condition of railroad <br />ties located on the bridge over the westbound slow lane. When discussed with the contractor Manuel Martinez, Greymar <br />Environmental, who performed clean up, he indicated the gravel under the contaminated railroad ties are clean, and the <br />railroad ties were stained but not soaked with oil. Hazardous waste generated was transfered to the Union Pacific Site on 833 <br />E EIGHTH ST STOCKTON, CA 95206. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
