Contact the local fire department , the San Joaquin Valley Air Pollution Control District , and the San Joaquin County Community Development Department for any applicable permits and requirements . 2 . Any changes in information and scope of work must be submitted to EHD for approval prior to commencing work. All new addenda supersede the previous ones . 3 . Provide written notification to ust@sjgov . org to arrange the following appointments ( a 48- hour notice is required for inspection appointments ) . a . 24 - hour hydrostatic test (or equivalent) on the 14/ 15 UDC sump b . Since concrete will be broken near the 87 (T-4) , 91 (T-5 ) , and diesel (T- 1 ) , a secondary containment test must be performed on the 87 (T4) , 91 (T-5 ) , and diesel (T- 1 ) once concrete is poured in accordance with the manufacturer' s guidelines c . If concrete will be broken near piping and/or sumps , a secondary containment test must be performed on the piping and/or sumps , once concrete is poured in accordance with the manufacturer' s guidelines 4 . Any individual performing the work of a service technician must meet the following qualifications : a . Possess or be employed by a person who possesses one of several permissible valid , current contractor' s licenses issued by the Contractors State License Board ( may be issued to the installation company ) , or a Tank Tester' s license issued to the individual by the State Water Board 1868 E .
