Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Date: <br />March 08, 2023 <br /> Facility Address: <br /> 7906 N EL DORADO ST, STOCKTON <br /> Facility Name: <br /> AJS MINI MART INC <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 208 CCR 2716(a-e) Failure to comply with the designated operator inspection requirements. <br />OBSERVATION: The designated operator failed to check and note the correct test dates for the overfill prevention <br />and secondary containment tests on the designated operator inspection reports. <br />-The correct dates for the secondary containment test are 9/12/2019 and 9/14/2022. <br />-The correct date for the overfill prevention test is 3/21/2022. <br />REGULATION GUIDANCE: During the inspection, the designated operator shall check that all required testing and <br />maintenance for the UST system have been completed and document the dates they were done. <br />CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of <br />the required information on the reports. <br />This is a repeat violation, Class II. <br /> 209 CCR 2715(c)(3), 2715(c)(4) Failure to maintain a copy of the "Facility Employee Training Certificate" on-site. <br />OBSERVATION: The Facility Employee Training Certificate dated 8/18/2022 is missing the facility's CERS ID, a <br />current expiration date for the designated operator, and correct initial training dates. <br />REGULATION GUIDANCE: All site employees must be trained prior to taking responsibility as a facility employee if <br />after October 1, 2018, or within 30 days of hire if prior to October 1, 2018. The Facility Employee Training <br />Certificate shall contain accurate information for all employees trained. <br />CORRECTIVE ACTION: Update the Facility Employee Training Certificate to contain the accurate information and <br />submit a copy of the updated form to the EHD. <br />This is a Class II violation. <br /> 306 HSC 25291(e) Failure to remove, analyze, and properly dispose of water in secondary containment (pre-Jul 2003). <br />OBSERVATION: Liquid was observed in the 87-1 STP sump, UDC 1/2 and 5/6. <br />REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br />must be removed and disposed of properly. <br />CORRECTIVE ACTION: The service technician removed approximately 1/2 gallon of liquid from the sumps. <br />Ensure that all sumps and annular spaces are maintained free of liquid. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 4/7/2023. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign.
