Complaint Investigation Summary Report #. 5105 <br />COMPLAINT ID: COTJOP7DX Site Location: C & S WHOLESALE GROCERS -4199 GIBRALTAR CT, STOCKTON <br />Activity Summary <br />Activity Date Recorded by <br />11/17/2022 Called Mike Masters to let him know I was leaving my inspection and heading out PRESTO <br />to verify final clean up on the asphalt. <br />Arrived on site today, 11/17/2022, to verify clean-up on asphalt. Met with Michael <br />Serrano, US Ecology Field Service Project Foreman, and Tony Ram, C&S <br />Wholesale Grocers Facilities Maintenance Supervisor. The impacted dirt was <br />secured with cones. Per Michael, they cleaned the impacted asphalt with Simple <br />Green degreaser, then with absorbent and finally powerwashed and drum <br />vaccumed. The area was still wet from powerwashing upon arrival. Observed <br />some sheen on the asphalt. Discussed the sheen with Michael and he said the <br />asphalt has already lost the coating due to the diesel stain and since asphalt has <br />oil in it already, there will always been a sheen that comes up when water is <br />introduced. Some of the asphalt was already eroding due to the breakdown from <br />the diesel release. Per Michael, more absorbent and power washing will not <br />remove the sheen and he touched the ground to show it was no longer slick. Per <br />Michael the sheen is not related to the diesel. US Ecology does not have concerns <br />of diesel remaining on the asphalt needing additional remediation. 1 drum of solid <br />waste and 3 drums of liquid waste were generated today. The drums will remain <br />on site and will be hauled as hazardous waste at their next pick up. The final <br />remediation needed is on the impacted dirt. Excavation will be conducted <br />11/21/2022. <br />Generated notice to abate and emailed to Mike Masters. <br />11/21/2022 Arrived at C&S Grocers <br />Met with Mike Serrano US ecology and found the diesel on concrete and in the soil <br />had been removed and placed in drums. 15 drum of waste were generated. Site <br />indicated they were in discussions whether the waste would be disposed on site or <br />taken by US Ecology. I discussed with Mike Serrano to notify the EHD with an <br />update once that decision is made. <br />ERNEST <br />11/22/2022 Discussed with inspector who stopped by clean up yesterday. Observed photos he PRESTO <br />took. Per inspector the clean up was adequate. <br />11/22/2022 Received voicemail from Mike Masters checking in if the inspector that went out PRESTO <br />yesterday was adequate. Called him back after discussing with inspector that <br />verified final clean up - yes clean up was adequate. Per Mike he is working on <br />getting manifests and will send to me as soon as he gets them. <br />Saved photos taken into shared drive. Created photo log. Saved photos received <br />from Michael Serrano, US Ecology. Printed. Generated emergency response <br />record. <br />11/30/2022 Received email from Mike Masters with manifest for clean up. All taken as PRESTO <br />non-RCRA hazardous waste. Total of 6 drums of liquid and 9 drums of solid. <br />(006456033GBF). Pending manifest received by TSDF. <br />12/13/2022 Received email with photo log from inspector who went out to final clean up PRESTO <br />Printed but noticed full page photos were missing. Checked shared drive for <br />photos, did not see. Emailed inspector to request full page photos. <br />12/19/2022 Checked CUPA photos folder for full page photos for 11/21/2022 clean up from F. PRESTO <br />Ernest. No photos on shared drive. Pending full page photos for 11/21/2022. <br />12/19/2022 Checked DTSC website for final disposal record for clean up 11/21/2022.
