Railyard Clean-up Plan <br />Stockton Terminal & Eastern Railroad <br />1300 North Gertrude Avenue Stockton, CA 95215 <br />1. Inspection of the Railyard has identified two areas of contamination: Area 1, <br />Northwest Corner — Multi-Track area, and Area 2, Northwest Corner, <br />Southeast Area, three track area. Areas have been identified, outlined, and <br />approved by OmniTrax; the zone plan is as follows (map attached). <br />The ACM zoning report breaks the contaminated areas into one area with <br />two zones <br />Area 1 (NW Area) is broken into 14 zones, with zones 1-7 running from <br />West to East. Zone 8 is directly South of Zone 1, with zones 8-14 also <br />running from West to East. The specific zones encompass several railroad <br />track areas (Please refer to the ACM zoning report for visual clarification). <br />Area 2 — Zone 2 is broken into six zones, running from North, Zone 2-1 to <br />South 2-6. <br />Each area will be marked with pink spray paint and irrigation flags at each <br />quadrant for easy identification. <br />2. These established zone areas will each require detailed cleaning, removal, <br />and handling of the ACCM impacting the soils and grades. Each area will be <br />addressed as a contaminated area, with cleanup progressing from one area to <br />the next. <br />Given the workforce assigned to the cleanup process, the certified <br />abatement company can simultaneously work on cleaning several zones. <br />However, staying in one area and progressing through the areas <br />systematically. <br />The owner's environmental representative will go behind the abatement <br />company and review the cleaned area before moving to the next for <br />maximum impact. <br />3. Before area cleaning, both zones will have TEM (7402) ambient air sampling <br />performed on both ends of the zones (up & downwind) to identify baseline <br />ambient fiber levels. <br />4. Asbestos Impacted Soils <br />a. Handling of soils in Zone 1 areas 1-14 and Zones 2 areas 1-6 shall be <br />conducted by a contractor licensed through the California State Licensing <br />Board, with an Asbestos certification (AS B) and registered with the <br />California Division of Occupational Safety and Health (DOSH aka Cal-OSHA).
